Arkansas Power and Light Company Arkansas Nuclear One, Unit No. 1 Docket No. 50-313 NOTICE OF VIOLATION Based on the results of an NRC inspection conducted during the period of June 2-14, 1979, it appears that certain of your activities were not conducted in full compliance with NRC regulations and the conditions of your license, DPR-51, as indicated below:

Technical Specification 6.8.1 requires that, " Written procedures shall be established, implemented, and maintained covering.

The applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33."
As required in paragraph A of Appendix A to Regulatory Guide 1.33, Procedure 1102.02, Plant Startup, and Procedure 1102.01, Plant Preheatup and Precritical Checklist, have been implemented. These procedures require that, prior to and during plant heatup, various systems be aligned in accordance with referenced system operating procedures.
Contrary to the above, on June 7,1979, the valve / breaker alignment checklists for the below list of system operating procedures contained discrepancies such as (1) no position noted for component; and (2) component noted~to~be in a position other than the desired position specified by the procedure without explanation.

Technical Specification 6.8.3 specifies that temporary changes to procedures required by Technical Specification 6.8.1 may be made provided that the inten. of the original procedure is not altered and that the change is approved by two members of the plant staff, at least one of whom holds a Senior Reactor Operator's License on the unit affected.
Contrary to the above, on June 2, 1979, steps.were inserted into Supplement II of procedure 1102.02, the main feedwater check valve test, which defeated the automatic start capability of the emergency feedwater system without fulfilling the Technical Spe_ification temporary change requirements.
This is an infraction.
