August 16, 1979 Docket Hos. 50-324 and 50-325 Mr. J. A. Jones Executive Vice President Carolina Power & Light Company 336 Fayetteville Street Raleigh, North Carolina 27602
Dear Mr. Jones:
We are in the process of reviewing your submittal dated March 6,1979, On-Site Emergency Power Systems. We find that we need additional informa-tion requested in the enclosure in order to complete our evaluation. This enclosure was previously forwarded to you by facsimile service on August 7, 1979 and was revised after our telephone conversation on August 15, 1979.
Our generic letter dated August 8,1979 regarding Adequacy of Station Electric Distribution Systems Voltages provided guidar.ce on evalaating voltage drops. Please include your response to the enclosure to this letter in your response to the August 8,1979 letter.
Please contact our office if you need clarification on this request for additional infomation.
Sincerely,
(

REQUEST FOR ADDITIONAL INFORMATION BRUNSWICK STEAM ELECTRIC PLANT UNITS 1 AND 2 DEGRADED GRID VOLTAGE 1.
A review of your proposal of March 6,1979 for second level undervoltage protection and your voltage analysis of October 25, 1976, reveals that the chosen setpoint of 89.5% of 4160V would be approximately 85.5%
reflected down to the 460V equipment. This voltage is below the con-tinuous operating voltage range of the 460V motors. Show by analysis, or other equivalent means, that for voltages of 85.5% to 90%, at the 460V equipment, thennal damage will not incapacitate this equipment when subjected to this degraded voltage for any length of time, or provide an alternate solution.
2.
Also provide sufficient information (voltage drop analyses) to allow our independent verification that the undervoltage protection voltage setpoint and time delay selected will not cause spurious separation of safety buses from offsite power during all modes of plant operation (start-up, shutdown, power operation and accident condition) due to automatic or manual starting of large motors, bulk or sequential 1% jing or automatic transfer of electrical loads. The analyses should include conditions when the safety buses are supplied power from the Unit Auxiliary Transformer, the start-up/ reserve transformer or other available offsite connections and assuming the need for electrical power is initiated by an anticipated transient (e.g., unit trip) or an accident, whichever presents the largest load demand.
