ENCIEURE PHIPPS BEND UUCIZAR FIAITf HIGH-PPISSUF2 CCRE SPRAY DIESEL GENERAIOR SUITCHGEAR WIFING DISCREPANCIES 10CFR 50 55(e) PIPCRT NO.1 (IZ'ZRIM)

UCR PEN-033 On August 2,1979, TVA notified NRC-0IE Region II, Inspector F. S. Cantrell, of a reportable condition under 10CFR 50 55(e) regarding wiring discrepancies discovered in high-pressure core spray (HPCS) diesel generator (EG) control switchgear for both units of the Phipps Bend Nuclear Plant.

TVA previously reported similar problems in HPCS DG switchgear for the Hartsville Nuclear Plant (UCR HNP-A-021) and our final report to you on that dificiency was dated ?' arch 7,1979, from J. E. Gilleland to James P.

O'Reilly. This is the first interin report on the subject reportable deficiency for th3 Phipps Bend Nuclear Plant. TVA will submit a final repart on this deficiency on or before December 14, 1979 Description of Deficiency TVA site personnel at Phipps Bend Nuclear Plant perforned a wiring check on the two sets of HPCS DG switchgear as a result of their followup on corrective actions taken as a result of the previously centioned Hartsville Nuclear Plant deficiency. As a result of this wiring check, TVA found sinilar discrepancies as reported for. the Hartsville Nuclear Plant EPCS DG switchgear and found the switchgear wiring contained evidence of poor work:::anship such as a wire pulled out of a terminal, inadequate terminations, loose and broken soldering joints, and cables with considerable wear or several strands of conductor cut.

At this time TVA and GE are endeavoring to ensure that the latest revision.;

of the connection diagrams were and are employed for the wiring checks. The listing of wiring discrepancies will be provided in the final reporc.

Cause of Deficiency TVA is still investigating the cause of the deficiency.
