l UNITED STATES NUCLEAR REGULATORY COMMISSION FLORIDA POWER CORPORATION DOCXET-NO. 50-302 NOTICE OF AUTHORIZATION TO RESUME OPERATION The United States Nuclear Regulatory Commission issued an Order..

(the Order) on May 16,1979 (44 F.R. 29765: May 22,1979), to the Florida Power Corporation (FPC or licensee), holder of Facility Operating License No. DPR-72, for the Crystal River Unit No. 3 Nuclear Generating Plant (the facility or Crystal River Unit 3), confirmi_ng that the licensee accom-plish a series of actions, both immediate and long-term, to increase the capability and reliability of the facility to respond to various transient events.

In addi-tion, the Order confirmed that the licensee would maintain the plant in a shutdown condition until' the following actions had b'een satisfactorily completed:

Upgrade the timeliness and reliability of delivery from the i

Emergency Feedwater System by carrying out actions as identifi5d I

in Enclosure 1 of the licensee s letter of May 1,1979 "

"(b)

Develop and implement operating procedures for initiating and controlling emergency feedwater independent of Integrated Control System ::or.:rol."

"(c)

Implement a hard-wired control-grade reactor trip that would be actuated on loss of main feedwater and/or turbine _ trip."

"(d)

Complete analyses for potantial small breaks and develop and implement operating instructions to define operator action."

"(e)

All licensed reactor operators and senior reactor cgerators will have completed the TMI-2 simula'er training at B&W.'

By letter dated May 1,1979 and supplemented by five letters dated May 16, June 12,15, 22, and 29,1979, FPC has documented the actions taken in response to the May 16 Order. Notice is hereby given that the Director of 857 2HL 7908290 /M

e Nuclear Reactor R_egulation (the Director) has reviewed this submittal and has concluded that the licensee has satisfactorily completed the actions prescribed in items (a) through (e) of paragraph (1) of Section IV of the Order, that the specified analyses. are acceptable and the specifie'd implementing procedures are'
