This refers to the inspection conducted by Mr. Varela of this office
on January 9-11, 1974 of activities authoriced by AEC License No.

CPPR-66 and to the discussions of cur Gndings held by Mr.
varela

with Mr. Stromberg of your staff at the conclusion o f the inspection,
and to a subsequent telephone discussion between Mr. Vare].a and
Mr. Stromberg on January 22, 1974

Areas examined during this inspection included:
containment building
-
post tension system, liner plate weldir.g and condensate storage tar.ks.
Within these areas, the inspection consisted of selective c :aminations
of procedures and representative records, intervieus t:ith personnel,
and observati.
.s by the inspector.
During this inspection, it was found that one of your activities ap-
peared to be in violation of an A2.C requirement.
The ;te.- and ref erence
to the pertinent requirement are listed in the enclosure to this letter.
This lette constitutes a notice sent to you pursuant to the pro.isions
of Section 2.201 of the AEC's " Rules o f Practice", Part 2, Title 10,
Code of Federal Regulations.
Section 2.201 requires ycu to submit to
this of fice uithin 20 days of your receipt of this notice, a uritten
statement of explanation in reply, including:
(1) corrective steps :hich
have been or will be taken by you, and the results aths eved; (2) corrective
steps uhich vill be taken to avoid further violatica , and (3) the date
when full compliance aill be achieved.
Since deficiencies in handling
and retentien of site records sere previously identified in RO Inspection
Report Nos. 50-320/ 3-03 and 50-320/72-05, we are concerned about the
implem._ntation of ycur quality assurance program that permitted these
deficiencies to occur.
Consequently, in your reply, you should describe
in particular those actions taken or planned to improve the effectiveness
of your quality assurance program.
