Management and Technical Resources Available to Handle Unusual Events Maine Yankee Atomic Power Company (MYAPC) was formed to construct and operate the Maine Yankee Atomic Power Station.
It is jointly owned by eleven (11) New England electric utili-ties who are also part owners in other nuclear generating plants.
The power station is located within the electric service territory of Central Maine Power Company (CMP).
CMP as the largest share owner acts as agent for the other joint owners.
The President of CMP is also President of MYAPC.
Other individuals are also officers of both companies.
CMP provides MYAPC with administrative, financial, legal and non-nuclear technical services.
In addition through its Nuclear Energy, Engineering and Fuel Procurement Departments it moni-tors and manages the contracted technical support services provided MYAPC by others.
The Yankee Atomic Electric Company - Nuclear Services Division (YNSD) has entered into a service contract with FNAPC wherein it provides technical support for engineering, con-struction and operation of MYAPC as required.
This contract assures that a large pool of competent nuclear technical sup-port personnel within YNSD are available to Maine Yankee in an emergency.

United States Nuclear Regulatory Commission August 10, 1979 page 2 Maine Yankee is a participant in a mutual assistance pact with Vermont Yankee Nuclear Power Corporation and the Yankee Atomic Electric Company which assures that additional technical support personnel will be available from those companies.
Maine Yankee also has long standing relationships with Combustion Engineering, Maine Yankee's NSSS supplier, and Stone & Webster, Maine Yankee's architect engineer.
These relationshi ps and the proximity of these organizations ' head-quarters to Maine Yankee make it reasonable to expect that their management and technical resources could also be drawn upon in the event of an emergency.

MANAGEMENT RESOURCES (OFFSITE)
An organizational chart is provided below (Fig.1) which shows each p ositic7 for which the capabilities of the person filling the position are such that they could be depended upon to provide experienced management functions in the event of an accident.
The persons filling these positions would provide management functions, at a senior level, in the areas of engineering management; logistics support; coordination of activities with local, state, and Federal agencies; communication networks; and overall accident response coordination, and have the capability, authority and responsibility to allocate, on a company wide basis, the company's resources in their respective areas of responsibility, as needed.

That authority may be executed on the basis of a phone call.
Two Vice Presidents (3) hold similar corporate officer positions in the Yankee Atomic Electric Company (YAEC).
Tne MYAPC has an on-going service agreement with the YAEC-Nuclear Services Division (YNSD).
The agreement is renewable on an annual basis.
Within that agreement the full service capability of NSD is available to Maine Yankee.

The two interlocking officers (3) have the capability, authority and responsibility to allocate on a company wide basis the technical and management resources of YNSD to anticipate and preclude or respond to an unusual event of the TMI-2 type.

Plant Staff The professional level technical resources available on the Maine Yankee Plant Staff are described in and contain a brief descriptb n of the function of each position shown in Figure 2 The resources described cover all persons encompassed by the ANSI N18.1 categories of " Managers" and
" Professional-Technical" and graduate engineers assigned to the plant staff.
Other personnel are included where it is believed their level of expertise would be useful in perforning necessary and unique functions for unusual events. contains the following information for each individual described:

The MYAPC corporate headquarters is within 28 miles of the plant site and capable of quickly rendering assistance in an emergency.
The corporate headquarters staff has ten engineers with significant nuclear power experience within the Nuclear Energy, Engineering and Fuel Procurement Departments.
The CMP Engineering Department staff is comprised of 33 individuals with baccalaureate degrees in engineering.
The Nuclear Energy Department provides operational, engineering and maintenance supervision assistance to the plant on an ongoing basis.
In addition it overviews certain aspects of plant operation and the technical support services supplied by others.
Nuclear Services Division:
Further removed geographically but heavily staffed with competent engineers with nuclear experience is the Nuclear Services Division of the Yankee Acamic Electric Company.
NSD provides nuclear services to several New England utilities and has a staff of 240 engineers and managers, many with considerable nuclear experience.
Their expe-rience and expertise covers the full range of nuclear power related disciplines.
