Communication between reactor licensees (and shipoers of SNM) and NRC may be subject to time delays and may be limited in the quantity and quality of data that can be transmitted.

This suggestion is to study the feasibility of a computer controlled cortmunications link between NRC and reactors or shi~ppers of SNM. The system might consist of an NRC command and control center with a communications link that automatically receives data from operating reactors and shiopers of SNM. I first conceived of this in early 1976 after reading of cornunications problems at Brown's Ferry during the fire. I understand that the cormunications system has improved but still requires someone on the scene initiating the action by " picking up a phone."

The system I an proposing would not require human interaction.
