Dear Mr. Chairman:
Because of your expressed concern about the quality and quantity of data available to fiRC during the Three Mile Island incident, I direct your attention to the enclosed proposal for an tiRC Command and Control Center with a computer controlled data link to all operating reactors.
Although the system would be expensive and has the earmarks of " big brother",
the principle advantage is that fiRC will have a large quantity of hard data in real time during the course of any reactor accident - without depending on the licensee to pick up a phone.
I hase submitted this proposal through the prope channels but I also wanted to bring it to your attention.
