License No. CPPR-66 APPENDIX A NOTICE OF VIOLATION Based ca the results of an NRC inspection conducted on April 6-8, 1977, it appears that one of your activities was not conducted in full com-pliance with your NRC Construction Permit CPPR-66 as indicated below.
This item is a Deficiency.
10 CFR Part 50, Appendix B, Criterion XIII states in part that
" Measures shall be established to control the handling, storage, shipping, cleaning and preservation of material and equipment in accordance with work and inspection instruction to prevent damage or deterioration."
Quality Control Procedure QC 27-2, Rev. 2, " Prevention of Foreign Material Entry and Control of Tools",Section III.B.2.C directs the QC Field Supervisor or his designated representative to verify that all openings are properly closed with temporary covers at the end of the work day or when work is suspended.
Contrary to the above, on April 7,1977, while the licensee was accomplishing Diesel Generator-Building Sheet Metal Work, under Field Change Request 2340.lR1, which imposes the requirements of QC 27-2, the stator closure covers were not in place on the Diesel s
Generators and contaminants in the form of drilling chips in the windings of the generator were observed by the inspector.
