STN 50-528, 50-529, 50-530 Emergency Core Cooling System Performance Evaluation Models, 10 CFR 50.46(a)(3)(ii) Annual Report for Calendar Year 2018 Pursuant to 10 CFR 50.46(a)(3)(ii), Arizona Public Service Company (APS) is providing a summary of the cumulative effects on calculated peak cladding temperature (PCT) for the Palo Verde Nuclear Generating Station (PVNGS) due to changes or errors in Emergency Core Cooling System (ECCS) performance evaluation models.
There were no changes or errors that affected PCT in either the large break loss of coolant accident (LOCA) or the small break LOCA calculations for PVNGS Units 1, 2, and 3 for calendar year (CY) 2018. Additionally, because PCT is not calculated as part of the post-LOCA long-term cooling (LTC) analysis, there are no changes or errors in the LTC models that affect PCT.
The enclosures provide a more detailed discussion of the absolute PCT effects in the Westinghouse (formerly Combustion Engineering) models for pressurized water reactors ECCS performance analyses in CY 2018 for PVNGS.
Additionally, in January of CY 2018, the Nuclear Regulatory Commission staff issued an approved Safety Evaluation (SE) [Agencywide Document Access and Management System (ADAMS) Accession No. ML17319A107] to APS to allow the use of Westinghouse Next Generation Fuel (NGF) in PVNGS Units 1, 2, and 3. As part of the this SE, the NRC staff reviewed the ECCS performance / LOCA analyses and concluded that the analyses have been appropriately performed and the results demonstrate adequate performance of the ECCS, considering the transition to and operation with full cores of NGF.
None of the PVNGS units cores in CY 2018 contain NGF type fuel, however, starting in CY 2019 PVNGS units will begin transitioning to NGF. As such, this 10 CFR 50.46 A member of the STARS Alliance LLC Callaway

PVNGS reanalyzed the Large Break LOCA event with an NRC approved Evaluation Model in 2009, as reported in Letter No. 102-06113, 30-Day Report Pursuant to 10 CFR 50.46(a)(3)(H) and Submittal of Large Break Loss of Coolant Accident Reanalysis Results, dated December 22, 2009 (NRC ADAMS Accession No. ML100040066). The reanalysis incorporated and corrected previously identified changes and errors, resetting the cumulative changes and error corrections that had previously been reported through the end of CY 2008 (NRC ADAMS Accession No. ML091810703).
The sum of the PCT from the most recent analysis of record (AOR) using an acceptable evaluation model, and the estimated cumulative effects of PCT impacts for changes and error corrections made since that AOR, remains less than 2200 °F.

This is a notification of 10 CFR 50.46 reporting information pertaining to the Westinghouse Electric Company Evaluation Models/analyses. As committed to in WCAP-13451, Westinghouse Methodology for Implementation of 10 CFR 50.46 Reporting, Westinghouse is providing an Annual Report for Emergency Core Cooling System (ECCS) Evaluation Model changes and errors for the 2018 model year.
All necessary standardized reporting pages for any changes and errors for the Evaluation Models utilized for your plant(s) are enclosed, consistent with the commitment following the NUPIC audit in early 1999.
Peak Clad Temperature (PCT) summary sheets are enclosed. All necessary revisions for any non-zero, non-discretionary PCT changes have been included. Changes with estimated PCT impacts of 0 °F may not be presented on the PCT summary sheet.
This information is for your use in making a determination relative to the reporting requirements of 10 CFR 50.46. The information that is provided in this letter was prepared in accordance with Westinghouse's Quality Management System (QMS). Please contact your LOCA plant cognizant engineer (PCE), Michael Volodzko (860-731-6639), if there are any questions concerning this information.
