UPDATE TO THE ASSESSMENT PLAN FOR PRE-GI-018, PROPOSED GENERIC ISSUE ON HIGH ENERGY ARC FAULTS INVOLVING ALUMINUM This memorandum provides an updated assessment plan formulated by the Generic Issues Review Panel (GIRP) to aid in the completion of the assessment for Generic Issue (GI) PRE-GI-018, High Energy Arc Faults Involving Aluminum. This update is the result of a periodic review of the generic issue, as well as interactions with industry stakeholders as part of Management Directive (MD) 6.4, Generic Issues Program.
The NRC Office of Nuclear Regulatory Research conducted a public meeting on January 23, 2019 (ML19046A388), and a follow up meeting on March 20, 2019 (ML19108A420), to discuss the ongoing work on PRE-GI-018, and receive stakeholder feedback on the Assessment Plan dated August 22, 2018 (ML18172A189). This feedback included issues associated with the project milestones and timelines of planned activities. Based on the outcome of these meetings, several project timelines need to be adjusted to address the primary industry/stakeholder concerns and requests. Most notably, the testing program and Pre-GI-018 Assessment Plan are being expanded in scope to address an industry request for additional testing, as described below.
- 1. Generator decrement curve testing (1-2 tests)
- a. Discussed at the Public Workshop on April 18, 2018 (ML18108A210)
- b. Discussed at the Public Meeting on January 23, 2019 (ML19046A388)
- 2. Confirmatory testing related to the electrical enclosure power configuration (i.e., supply side versus load side) (1-2 tests)
- a. Discussed at the public meeting on March 20, 2019 (ML19108A420)
To address the primary industry/stakeholder concern, a minimum to two to four additional tests will be needed in addition to the previously planned 13 tests as part of the initial work on Pre-GI-0018. The additional test will extend the scheduled completion date by approximately 18 months; now estimated to be August 2021.

R. Furstenau This extension will better ensure that the technical issues will be more appropriately addressed and that the additional stakeholder comments can be taken into account.
Specifically, the additional tests will be used to refine the zone of influence approximations and ensure the frequency and consequences of the issue are better informed prior to referring this issue to the program office for any potential regulatory actions.
Enclosures 1 and 2 provide the updated Assessment Plan. Enclosure 3 includes a timeline and milestone information that support the Assessment Plan. The Assessment Plan, including the timeline and milestones, considers stakeholder comments attained through the aforementioned public interactions and forums. Enclosures 4 and 5 provide changes made by this revision and are identified in red to assist in reviewing this revision. This plan will be periodically reviewed and adjusted, as necessary, to provide reasonably realistic assessments of the aluminum HEAF hazards and associated nuclear plant risks.
