ASSESSMENT PLAN FOR PRE-GI-018, PROPOSED GENERIC ISSUE ON HIGH ENERGY ARC FAULTS INVOLVING ALUMINUM This memorandum contains an assessment plan formulated by the Generic Issues Review Panel (GIRP) to aid in the completion of the assessment for Generic Issue (GI) PRE-GI-018, High Energy Arc Faults Involving Aluminum. In accordance with the guidance provided in Management Directive (MD) 6.4, Generic Issues Program, and Technical Office Instruction TEC-002, Procedures for Processing Generic Issues, the GIRP is providing an assessment plan containing a detailed schedule, milestones, and responsibilities necessary to determine whether a proposed GI merits enhanced regulation of nuclear power plants.
The Office of Nuclear Regulatory Research staff proposed this GI to evaluate the impact on the risk to nuclear power plants from having aluminum material in areas where high energy arcing faults (HEAFs) are postulated to occur. On July 15, 2017, the GIRP issued the results of its screening evaluation Agencywide Document Access and Management System (ADAMS) accession number ML16349A027, determining that the proposed GI satisfied all seven screening criteria required by MD 6.4 for the issue to continue into the Assessment stage of the GI process. The U.S. Nuclear Regulatory Commission staff will use the Assessment Plan to determine whether the proposed GI presents a significant enough risk to nuclear power plants to continue into the Regulatory Office Implementation stage of the GI process. is the Assessment Plan. Enclosure 2 is a timeline and milestones that support the Assessment Plan. The Assessment Plan, including the timeline and milestones, considers stakeholder comments attained through public interactions and forums. This plan will be periodically reviewed and adjusted, as necessary, to provide reasonably realistic assessments of the aluminum HEAF hazards and associated nuclear plant risks.
