The U.S. Nuclear Regulatory Commission has reviewed the application and determined that the information below is needed to complete its review.

Background

Section XI of the ASME BPV Code requires welded and non-welded fittings to be designed in accordance with the original construction code. For repair/replacement activities where the original construction code wasSection III of the ASME BPV Code, subarticles NB/NC/ND-3600, Piping Design, of Section III provide the design requirements for pipe fittings. Paragraph NB-3671.7, Sleeve Coupled and Other Patented Joints, of Section III states:

Mechanical joints, for which no standards exist, and other patented joints may be used provided the requirements of (a), (b), and (c) below are met.

(a) Provision is made to prevent separation of the joints under all Service Loadings.

(b) They are accessible to maintenance, removal, and replacement after service.

(c) Either one of the two following criteria are met.

(1) A prototype joint has been subjected to performance tests to determine the safety of the joint under simulated service conditions. When vibration, fatigue, cyclic conditions, low temperature, thermal expansion, or hydraulic shock is anticipated, the applicable conditions shall be incorporated in the tests. The mechanical joints shall be sufficiently leak tight to satisfy the requirements of the Design Specifications.

(2) Joints are designed in accordance with the rules of NB-3200.

The licensees July 26, 2018, letter states:

Nonstandard, proprietary welded or nonwelded pipe fittings can be proven, by testing, to comply with Section Ill design requirements. Exelon has a supplier of such fittings that does not possess ASME accreditation as a Quality System Certificate Holder or an NPT Certificate Holder. Exelon cannot find any supplier of equivalent products that possesses the accreditation required by ASME Section Ill. However, these products can be verified as having an acceptable level of safety by complying with the provisions specified in ASME Cases N-878 and N-880.

For both code cases, the July 26, 2018, letter also states: Exelon will also ensure that the materials, design, fabrication, installation, and testing of these fittings complies fully with ASME Section Ill, as required by ASME Section XI.

Request For repair/replacement activities where the construction code isSection III of the ASME BPV Code, explain how Exelon will ensure that the requirements of Section III will be met when the design and testing activities associated with the qualification of non-welded and welded fittings is performed by a fabricator that does not have a QA program in accordance with Appendix B to 10 CFR Part 50, NQA-1, or ASME Certificate of Authorization. The response should address:

(1) review of design documentation; (2) the performance of the fabricators qualification testing of fittings used to ensure compliance with the Owners design specifications and paragraphs NB/NC/ND-3671.7 of ASME BPV Code,Section III; and (3) Authorized Nuclear Inservice Inspector involvement.
