Regarding License Amendment Request Proposing Changes to the Technical Specifications 3.8.1 For Catawba Nuclear Station, Units 1 and 2, dated March 7, 2019 (ADAMS Accession No. ML19066A354).

Ladies and Gentlemen:

In References 1 and 2, Duke Energy Carolinas, LLC (Duke Energy) submitted responses to the NRC Request for Additional Information (RAI) regarding the License Amendment Request (LAR) proposing changes to the Technical Specifications (TS) 3.8.1 for Catawba Nuclear Station (CNS), Units 1 and 2 and McGuire Nuclear Station (MNS), Units 1 and 2. The NRC requests supplemental information regarding Reference 1, RAI-3 response for MNS and Reference 2, RAI-17 response for CNS. This letter provides figures from a Duke Energy analysis that evaluate the amount of time available for restoring offsite power during a Station Blackout (SBO) event. The calculations performed utilize the RELAP5/MOD3.1DUKE computer code.

U.S. Nuclear Regulatory Commission RA-19-0189 provides a Figure for MNS, Units 1 and 2. Attachment 2 provides two figures applicable to CNS. Figure 7 is applicable to CNS, Unit 1 and Figure C-7 is applicable to CNS, Unit 2. These figures represent the time available for SBO recovery actions.

The conclusions of the original No Significant Hazards Consideration and Environmental Consideration in the original LAR are unaffected by this RAI clarification.

This document contains no new regulatory commitments.
