2018 Water Quality Monitoring Report For Monticello Reservoir January 30, 2019 SCE&G Water Quality Monitoring SCE&G is becoming I} Dominion Energy* 1 Introduction Monticello Reservoir 2018 Monticello Reservoir is the upper reservoir for a pumped storage hydroelectric plant (Fairfield Pumped Storage Facility) and the cooling reservoir for a nuclear powered electric generation facility (Virgil C. Summer Nuclear Station Unit 1). Monticello Reservoir is located in Fairfield County, near Jenkinsville, South Carolina.

The water quality sampling described herein is continuation of more than 20 years of monthly sampling performed in an effort to assess the condition of Monticello Reservoir.

Water quality profiles (measuring depth, temperature, pH, specific conductance,'

and dissolved oxygen) were conducted on a monthly basis at three locations within Monticello Reservoir in 2018. The locations are designated as follows (see Figure 1): "Uplake 16", locatednear the northern end of the reservoir (near the old NUS site 16), "l:i;itake 2", located in-the channel near the circulating water)n.take for the Virgil C. Summer Nuclear Station Unit 1, "Discharge 6", located just outside the northern end of the circulating water discharge canal for the Virgil C. Summer Nuclear Station Unit 1 (VCSNS). These three locations cover three major portions of Monticello Reservoir, which are: the area near the Fairfield Pumped Storage Facility (FPSF) intake, which is influenced by pump back and generation operations of the hydroelectric plant; the area near the discharge canal, which is influenced by the VCSNS thermal discharge; and the northern end of the reservoir which is relatively unaffected, in terms of water quality, by either the FPSF or the VSCNS. All measurements were conducted in the field using a YSI ProDSS meter and sonde. Conductivity, pH, and dissolved oxygen were calibrated in the laboratory prior to taking field measurements and temperature accuracy is confirmed annually (SC DHEC Certificate Number 32580001).

Data were collected between mid-morning and early afternoon on each sampling day. 2 Results General-Data collected are presented in the Tables 1-36 and Figures 2-7. Maximum depth of measurements varies between months due to boat positioning and the reservoir level at the time of sampling.

Each table displays depth, temperature, pH, conductivity, and dissolved oxygen. Measurements were taken from surface (approximately

0.3 meters

in depth), to the bottom in 1 meter increments.

Six graphs (Figures 2-7) are provided to show contrast or similarities of like parameters, different locations, and same dates. Specific Conductance was not included in the graphs due to low variability.

Results are discussed by parameter below. The months of January and July were graphed to show extremes in 2018 parameter values. Temperature-As the result of heated water discharge from VCSNS, surface water temperatures were higher at the Discharge 6 site than at the other two locations in Monticello Reservoir (see Figures 2 and 3). A thermocline is a zone of rapid temperature change indicating a boundary between water layers of different temperature and density. This temperature change can be as little as 1 degree Celsius per meter of depth increase.

In the fall, due to cooler weather conditions, thermal stratification breaks down allowing mixing *oflayers.

A thermocline is evident at Intake 2 in July *at around 22 meters (Figure 3). Discharge 6 has a thermocline at 1 to 2 meters due to the thermal plume discharged from VCSNS whenever Summer Station is operational.

Dissolved Oxygen-Dissolved oxygen in Monticello Reservoir is relatively high throughout the year except for the deeper waters in the late summer. These deep waters, due to their lower temperatures and relatively higher density, do not mix with the upper layers of water in the reservoir and become oxygen depleted during the summer. A general decrease in oxygen occurs with depth during the summer months as evidenced in two of the three sites sampled. During winter thorough mixing of water layers occurs, distributing dissolved oxygen from surface to bottom. Uplake 16 site shows the greatest decline in oxygen with depth in the summer months. There is more mixing occurring at Intake 2 due to the influence of pump-back by Fairfield Pumped Storage Facility operations, but the deepest portions of this area still exhibit oxygen depletion during the summer (see Figure 7). pH-The pH in Monticello Reservoir is generally neutral. Measured pH values in 2018 ranged from a low of6.4 to a high of9.7 s.u. During the winter months pH profiles are similar at all three sampling sites (see Figure 4). In the spring and summer, pH values are higher at the Uplake 16 site. This is due to phytoplankton photosynthetic activity in the surface waters to a depth that sunlight can penetrate.

The uptake of carbon dioxide and reduction of bicarbonate and carbonate ions during photosynthesis by aquatic plants (including microscopic phytoplankton) results iri increased pH. The highest pH value of 9.7 s.u. was measured during June 2018 near the surface at the Uplake 16 site. The water mixing process previously mentioned at Intake 2 and Discharge 6 sites keeps their pH values lower than at the Uplake 16 site. 3 Specific Conductance.,.

In 2018 specific conductance in Monticello Reservoir was 69 to 118 uS/cm. In general, low conductivity values are consistent for Monticello Reservoir and show only slight variation throughout the year. Summary Water quality measurements reveal that Monticello Reservoir exhibits mixed thermal conditions at the southern end of the reservoir with the exception of the thermal plume from Summer Station (Discharge 6 site). There is no evidence of the thermal plume from Summer Station in the area near the Summer Station circulating water intake (Intake 2), nor at the uplake sampling location (Uplake 16). Water quality measurements reveal a thermally stratified environment at the uplake sampling location during warm weather months. Dissolved oxygen levels remain relatively high in Monticello Reservoir throughout the year except in deep water during the summer months. Near neutral pH conditions are the rule for Monticello Reservoir, except for photosynthesis induced pH elevation near the surface during the spring and summer months. Conductivity values are generally low and are consistent with historical Monticello Reservoir values. Data collected during 2018 suggest that water quality in Monticello Reservoir is sufficient for support of aquatic life. 2018 water quality data are consistent with data collected since at least 1996 and show very little change in the conditions of Monticello Reservoir since that time. Submittal VC Summer Station, Unit 1 Executive Summary SCE&G submits the following addendum along with the NPDES permit renewal application (permit #SC0030856) for the VC Summer Nuclear Station Unit1 (VCS). VCS is an existing nuclear-powered generating facility located on Monticello Reservoir in the Broad River basin near Jenkinsville, South Carolina.

This addendum contains studies and reports required to comply with the United States Environmental Protection Agency's (EPA) "Final Regulations to Establish Requirements for Cooling Water Intake

  • Structures at Existing Facilities" (Final §316b Rule, 40 CFR 122) dated August 15, 2014. The final §316b rule requires existing facilities to submit information needed to demonstrate to the NPDES permit Director how the facility will meet established standards for minimizing adverse environmental impact associated with the use of cooling water intake structures at existing facilities.

In accordance with 40 CFR 122 all existing facilities must submit to the Director for review the information required under paragraphs (r)(2)(Source Water Physical Data) and (r)(3)(Cooling Water Intake Structure Data) and c;1pplicable provisions of paragraphs (r)(4)(Source Water Baseline Biological Characterization Data), (r)(5) (Cooling Water System Data), (r)(6)(Chosen Method of Compliance with Impingement Mortality

  • Standard), (r)(7)(Entrainment Performance Studies), and (r)(8)(0perational Status). The owner or operator of an existing facility that withdraws greater than* 125 MG.D actual intake flow for cooling purposes must also submit to the Director the information.

  • The source of cooling water for the VC Summer station is the Monticello Reservoir.

Monticello Reservoir was built in the Frees Creek valley in 1978 to serve as the upper pool for the Fairfield Pumped Storage Development and the cooling water source for VCSNS Unit 1 (NRC, 2004). The Monticello Reservoir and the cooling water system at VC Summer Station meets the definition of a "closed cooling water system" as defined in 40 CFR 125.92(c)(2) "Closed-cycle recirculating system includes a system with impoundments of waters of the U.S. where the impoundment was constructed prior to October 14, 2014 and created for the purpose of serving as part of the cooling water system as documented in the project purpose statement.

.. ". EPA and SCDHEC have confirmed their agreement with this assessment as noted in the attached correspondence.

Therefore, SCE&G intends to comply with the BTA (best technology available) standards for impingement using the existing closed-cycle recirculating system.

  • In accordance with rules outlined in 40 CFR 122, the permit Director (SCDHEC) has the right to waive the requirement for SCE&G to submit the information required under paragraphs (r)(9) through (r)(13) of this section. Prior to granting the waiver SCOH EC requested a 6-month Entrainment Cha'racterization Study to verify the data from previous studies. The 6-month study was conducted, peer reviewed and accepted by SCDHEC. On May 17, 2017, SCDHEC agreed to waive the requirements of (r)(9) .through (13) of 40 CFR 122. The results of this entrainment study and waiver communication are also included in this addendum.
