TRANSFER OF GENERAL ATOMICS PROJECT MANAGEMENT AND CORRESPONDING INSPECTION ACTIVITIES WITHIN THE U.S. NUCLEAR REGULATORY COMMISSION (DOCKET NUMBER 07000734)

The purpose of this memorandum is to provide notification of the transfer of the project management and all regulatory activities for the General Atomics (GA) Facility (Special Nuclear Materials License Number 696 [SNM-696]) located in San Diego CA, to your organization.

The U.S. Nuclear Regulatory Commission (NRC) staff reviewed and approved five separate decommissioning plans (DPs) from 1985 to 1998. General Atomics staff conducted decommissioning activities in accordance with these approved DPs and NRC approved 60 individual partial site releases from 1988 to 2008. By letter dated October 31, 2018 (Agencywide Documents Access and Management System Accession Number ML18309A038),

GA submitted a request to terminate SNM-696. By letter dated January 24, 2019, the Division of Fuel Cycle Safety, Safeguards, and Environmental Review (FCSE), Office of Nuclear Material Safety and Safeguards accepted GAs request and informed the licensee that the NRC staff anticipated completing its formal review by the end of June 2019 and the NRC staffs effort would be approximately 260 staff-hours ($68,380.00 total cost).

As stated above, project management of the GA facility is being transferred from FCSE, to the Division of Decommissioning, Uranium Recovery, and Waste Programs (DUWP). The Division of FCSE opened Enterprise Project Identifier L-2018-LIT-0005 under the Fuel Facilities business line, which DUWP staff may continue to use.

B. Pham 2 This transfer should provide for consolidation of any remaining NRC regulatory activities related to the decommissioning of the facility and license termination in one central organization and for better use of agency resources and expertise.
