SAFETY EVALUATION REPORT: AMENDMENT 5 - APPROVAL OF UPDATED ROSTER OF OFFICIALS I. INTRODUCTION By letter dated December 20, 2018 (Agencywide Documents Access and Management System

[ADAMS] Accession Number ML19010A040), as supplemented by e-mail dated January 25, 2019 (ADAMS ML19028A204), Idaho State University submitted changes to Attachment I of its application. Specifically, the change provided an updated roster of university officials including a new Responsible University Official and a new Reactor Supervisor.

II. DISCUSSION The regulation in Title 10 of the Code of Federal Regulations (10 CFR) Paragraph 70.23(a) states that an application for a license will be approved if the Commission determines, in part, that the applicant is qualified by reason of training and experience to use licensed material for the purpose requested. The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the training and experience of the new officials against the minimum qualification requirements in Attachment IV of the application and finds them acceptable. Specifically, the NRC staff makes the following findings:

Attachment IV of your license application states that the minimum qualifications for the Responsible University Official (currently the Vice President of Research) are (1) a Doctor of Philosophy (PhD) or equivalent education in a scientific/engineering/technical field, and (2) at least 5 years of supervisory/administrative experience. Dr. Scott D. Snyder received a PhD in Parasitology in 1996. In addition, Dr. Snyder has served in administrative positions since 2008.

Therefore, the staff finds the qualifications of the new Responsible University Official to be acceptable.

Attachment IV of your license application states that the minimum qualifications for the Reactor Supervisor are (1) a Bachelor of Science in an engineering or science field, (2) at least 2 years of experience related to nuclear reactor operations, and (3) certification as a Senior Reactor Operator. Dr. Mary Lou Dunzik-Cougars education and experience were submitted previously in 2015 (ADAMS ML15082A022). Dr. Dunzik-Cougar received a PhD in Nuclear Engineering in 2003. She has over 2 years of experience as the Associate Chair/Acting Chair of the Nuclear Engineering and Health Physics Program at Idaho State University. This is in addition to many years of experience with Idaho National Laboratory, Argonne National Laboratory, and Pennsylvania State University. Dr. Dunzik-Cougar was certified as a Senior Reactor Operator in 2018. Therefore, the staff finds the qualifications of the new Reactor Supervisor to be acceptable.

ENVIRONMENTAL REVIEW A proposed action is excluded from an environmental review under 10 CFR 51.22(c)(14)(v) if it is an amendment to a license issued pursuant to 10 CFR Part 70 authorizing the use of radioactive materials for research and development and for educational purposes. The changes to Attachment I of the application meet this requirement.

The NRC staff determined that the proposed action does not adversely impact public health and safety or the environment, and is categorically excluded from the requirement to conduct an environmental review. Therefore, in accordance with 10 CFR 51.22(c)(14)(v), neither an environmental assessment nor an environmental impact statement is warranted for this action.

IV. CONCLUSION As stated above, the NRC staff finds that the new university officials are qualified by reason of training and experience to use licensed material for the education, research, and training activities authorized by the license.
