Dear Mr. Mathews:
By letter dated December 5, 2018 (RS-18-134), Exelon Generation Company, LLC, (EGC) submitted a license amendment request (LAR) to the U.S. Nuclear Regulatory Commission (NRC) to revise Technical Specification (TS) 2.1.1, "Reactor Core Safety Limits," regarding the Minimum Critical Power Ratio Safety Limits (SLMCPRs) for Dresden, Units 2 and 3 (DNPS) and Quad Cities, Units 1 and 2 (QCNPS). The purpose of the proposed changes is to provide for improved operational flexibility through the recapture of margins that are available as a result of the transition to Framatomes NRC-approved SLMCPR calculation methodology.
Additionally, the proposed changes are not required for any of the current operating cycles, and the current and anticipated future core designs that utilize ATRIUM 10XM fuel for DNPS and QCNPS allow for these changes.
Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 50.90, "Application for amendment of license, construction permit, or early site permit," EGCs proposed TS changes incorporate revised DNPS and QCNPS SLMCPRs in accordance with analyses performed by Framatome for DNPS (Cycle 26) and QCNPS (Cycle 25).
The purpose of this e-mail is to provide the results of the NRCs staff acceptance review of the LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the requests have any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has concluded that your requests, as proposed, do provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the requests in terms of regulatory requirements and the protection of public health and safety of the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 200 hours0.00231 days <br />0.0556 hours <br />3.306878e-4 weeks <br />7.61e-5 months <br /> to complete. The NRC staff expects to complete the review by the requested date of December 5, 2019. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated to you during our routine interactions.
These estimates are based on the NRC staffs initial review of the requests and they could change, due to several factors including requests for additional information, and unanticipated addition of scope to the review.
