NORTH ANNA POWER STATION UNITS 1 AND 2 AND ISFSI SURRY POWER STATION UNITS 1 AND 2 AND ISFSI LICENSE AMENDMENT REQUEST TO ADOPT EMERGENCY ACTION LEVEL (EAL} SCHEMES PURSUANT TO NEI 99-01, REV. 6 In accordance with 10 CFR 50.90, Dominion Energy Nuclear Connecticut, Inc. (DENG) and Virginia Electric and Power Company (Dominion Energy Virginia) requests amendments to the licenses for the following facilities:

Millstone Power Station (MPS) Units 1, 2, 3 and ISFSls Facility Operating License No. DPR-21 Renewed Facility Operating License Nos. DPR-65 and NPF-49 Docket Nos. 50-245, 50-336, 50-423 and 72-47 North Anna Power Station (NAPS) Units 1, 2 and ISFSls Renewed Facility Operating License Nos. NPF-4, NPF-7 and SNM-2507 Docket Nos. 50-338, 50-339, 72-16 and 72-56 Surry Power Station (SPS) Units 1, 2 and ISFSls Renewed Facility Operating License Nos. DPR-32, DPR-37 and SNM-2501 Docket Nos. 50-280, 50-281, 72-2 and 72-55

Serial No.18-364 Docket Nos.: 50-245/336/423/338/339/280/281 72-2/16/47/55/56 Proposed NEI 99-01, Rev. 6 EAL Scheme Revisions Page 2 of 5 Specifically, DENG and Dominion Energy Virginia propose to replace the current EAL schemes at MPS, NAPS, and SPS with new EAL schemes prepared using the guidelines of Nuclear Energy Institute (NEI) 99-01, Rev. 6, "Methodology for the Development of Emergency Action Levels for Non-Passive Reactors," dated November

.2012. NEI 99-01 has been endorsed by the NRG as documented by NRG letter dated March 28, 2013 [ADAMS Accession No. ML12346A463].

10 CFR 50, Appendix E, Section IV.B.2, stipulates that a licensee desiring to change its entire E:AL scheme shall submit an application for an amendment to its license and receive NRC approval before implementing the c_hange. Therefore, pursuant, to 10 CFR 50.90, DENG and Dominion Energy Virginia hereby request NRG review and approval of revisions to EALs for MPS, NAPS and SPS.

The proposed changes to the MPS, NAPS and SPS EAL schemes are addressed in the following seven

Enclosures:

Enclosure 1: EAL Scheme Revisions Enclosure Summary Enclosure 2: Discussion of Change Enclosure 3: MPS EAL Scheme Revisions - Supporting Documents Enclosure 4: NAPS EAL Scheme Revisions - Supporting Documents Enclosure 5: SPS EAL Scheme Revisions - Supporting Documents Enclosure 6: MPS, NAPS, and SPS Emergency Action Level Matrices Enclosure 7: Summary of Calculations In addition, Enclosures 3, 4 and 5 each contain the following items for MPS, NAPS and SPS, respectively: 1) E_AL Comparison Matrix Document, 2) EAL Technical Bases Document (marked-up), and 3) EAL Technical Bases Document (final).

The proposed changes have been evaluated and it has been determined that they do not involve a significant hazards consideration as defined in 10 CFR 50.92. The basis for this determination is included in Enclosure 2. It has also been determined that operation with the proposed changes will not result in any significant increase in the amount of effluents that may be released offsite or any significant increase in individual

_or cumulative occupational radiation exposure. Therefore, the proposed changes are eligible for categorical exclusion from an environmental* assessment as set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment is needed in connection with the approval of the proposed changes. The proposed changes have been discussed with and agreed upon by the State of Connecticut and the Commonwealth of Virginia and local governmental authorities in the risk jurisdictions around MPS, NAPS and SPS.

DENG and Dominion Energy Virginia request approval of the proposed amendments by January 15, 2020. Once approved, the amendments will be implemented within 12 months by the respective stations. The requested implementation period is needed to facilitate and coordinate the necessary training, with established training cycles for the Operations crews as well as other Emergency Response Organization personnel, and allows time to complete the training while also accommodating facility outage schedules.
