By letter dated November 11, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18235A144), Wolf Creek Nuclear Operating Company (WCNOC, the licensee) informed the U.S. Nuclear Regulatory Commission (NRC) that the response to the request for additional information (RAI) issued by letter dated October 4, 2018 (ADAMS Accession No. ML18270A094) will be provided by March 25, 2019. The licensee indicated that extra RAI response time is needed to perform additional analysis to address the NRC concerns related to the Thermal Conductivity Degradation (TCD).

The NRC staff has reviewed WCNOC request in the light of the overall project schedule to complete the review of the LAR by May 31, 2019. Based on the proposed schedule for the RAI responses, the NRC staff believes that completing the review of the LAR by May 31, 2019 will be challenging. However, the NRC staff will try its best to meet the project schedule by performing some of the project activities in parallel and with the assumption that the licensee will adequately address all NRC staff concerns without the need for additional information. Hence, the quality of the RAI responses will be critical to the completion of the review in a timely fashion.

Also, please note that the NRC staff has indicated that it will take the staff approximately 2,355 hours0.00411 days <br />0.0986 hours <br />5.869709e-4 weeks <br />1.350775e-4 months <br /> to complete the review of this task. The review turned out to be more complicated than originally expected. Due to the need for a regulatory audit not planned originally, need to assign additional review branches based on the new information provided in RAI responses, and additional round of RAIs and multiple RAI clarification calls, the estimated hours are likely to be approximately 3,500. If there are additional emergent complexities or challenges in our review that would cause changes to the forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager.
