US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255, LiCENSE DPR PALISADES PLANT - SPENT FUEL POOL MODIFICATION - PROPOSED TECHNICAL SPECIFICATIONS By letter dated November 1, 1976 we submitted plans for modification of our Palisades spent fuel storage facility.

Enclosed with this letter* is a pro-posed change to the Palisades license.

This change is required to facilitate operation of the modified storage facility.

H!egulatory Qps.~~! file CONSUMERS POWER COMPANY Docket No 50-255 Request for Change to the Technical License No DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in Provisional Operating License No DPR-20, Docket No No 50-255, issued to Consumers Power Company on October 16, 1972, be changed as described in Section I below.

Change 2.B of the license to read as follows:

"B.

Pursuant to the Act and 10 CFR Part 70, 'Special Nuclear Material' to receive, possess and use 15,000 kilograms of Uranium-235 and 96 grams of encapsulated plutonium-peryllium in connection with operation of the facility."

Discussion On November 1, 1976 Consumers Power submitted a proposed plan for modifying its spent fuel storage facility to accommodate about 798 assemblies.

This proposed change r.evises the possession limit.s *for Ura.nium--235 to be con-sistent with the proposed fuel storage modification and is based on the November 1, 1976 submittal.

III.

Conclusions Based on the foregoing, the ~alisades Plant Review Committee has reviewed and recommended this proposed modification.
