D A Bixel Letter to A Schwencer Dated September 8, 1976 Pursuant to 10 CFR 50.59 Consumers Power proposed to modify the spent fuel storage facility at its Palisades Plant.
This modification would increase the spent fuel storage capacity to about 798 assemblies.
The design of this modification and the supporting engineering evaluation is described in the enclosed report entitled "Consumers Power Company Palisades Nuclear Generating Station Spent Fuel Pool Modification Descrip-tion and Safety Analysis Dated November 1976."
An evaluation of the environmental impact of this modification has also been conducted and is attached.
This evaluation entitled "Consumers Power Company Palisades Nuclear Generating Station Spent Fuel Pool Modifications Environ-mental Impact Evaluation 11 concludes that the environmental impact associated with this modification does not differ significantly from that previously evaluated.
Consumers Power would like to note that the design concepts employed in their modification are similar to those reviewed and approved by the NRC staff for the Connecticut Yankee Atomic Power Company, Haddan Neck Plant (Docket No 50-213) as indicated in Mr A Schwencer's letter to Mr D C Switzer dated June 8, 1976.
The Palisades Plant Review Committee has reviewed and recommended this proposed modification.
Specific license and Technical Specifications changes will be submitted in the near future.

- 2 As stated in the above-referenced letter and in the attached report, license approval for this modification is needed by January 31, 1977 if we are to meet our requirement for the next scheduled refueling outage.
