Purple, Chief Operating Reactor Branch No 1 US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255, LICENSE DPR-20 PALISADES PLANT FRACTURE TOUGHNESS REQUIREMENTS By letter dated May 3, 1976, we responded to your request (dated March 1, 1976) concerning review of the Palisades reactor coolant system pressure temperature limits for heatup and cooldown operation, system bydrostatic tests, and reactor core criticality. This.response stated that we did not believe Technical Speci-fications would be required but that we had not completed our review of the study performed by a consultant.

We have now completed this review and have concluded that the current Technical Specifications are appropriately conservative for heatup and cooldown operation and reactor core criticality, and that plant procedures require the use of normal limit curves, for hydrostatic testing, which assure compliance with Appendix G.

While the present Technical Specifications limit curves are appropriate for the current estimated fluence, revisions will be required in the near future.

New curves are being developed and these curves will be submitted as a proposed Technical Specifications change within about three months.
