UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 December 13, 2018 ALL AGREEMENT AND NON-AGREEMENT STATES STATE LIAISON OFFICERS FEDERALLY RECOGNIZED INDIAN TRIBES NOTICE OF PUBLIC MEETING: PROPOSED RULEMAKING ON REACTOR LICENSING PROCESSES (STC-18-073)

Purpose:

To provide notice of an upcoming public meeting and an opportunity to register to present oral comments. The public meeting is being held to discuss the scope of this proposed rulemaking that will align the licensing processes in Title 10 of the Code of Federal Regulations (CFR) Parts 50 and 52 and to address lessons learned from recent new reactor licensing reviews. The meeting will provide participants an opportunity to ask questions and provide comments about those elements that they believe should be considered as part of the proposed rulemaking.

Background:

In SECY-15-0002, Proposed Updates of Licensing Policies, Rules, and Guidance for Future New Reactor Applications, dated January 8, 2015 (Agencywide Documents and Management System1 (ADAMS) Accession No. ML13277A420), the U.S.

Nuclear Regulatory Commission (NRC) staff described its proposal to update the NRC policies, rules, and guidance to be applied to future new reactor licensing applications. On September 22, 2015, the Commission approved the proposal to amend 10 CFR Part 50 to more closely align these regulations with the requirements in 10 CFR Part 52 for new power reactor applications and to revise 10 CFR Part 52 to reflect lessons learned from recent new reactor licensing activities as noted in the Staff Requirements Memorandum (SRM) for SECY-15-0002, Proposed Updates of Licensing Policies, Rules, and Guidance for Future New Reactor Applications (ADAMS Accession No. ML15266A023).

Discussion: The NRC plans to host a public meeting on January 15, 2019, to discuss the scope for this proposed rulemaking. The meeting will provide an opportunity for participants to ask questions and provide comments about those elements they believe should be considered in the rulemaking. Participants may register to present oral comments at the meeting by contacting the contact listed below. Please include your registration information and the topic of your presentation. Individual oral comments should be limited to 10 minutes or less. Prior registration is requested by January 7, 2019. Enclosed to this letter is a meeting announcement with preliminary agenda (ADAMS Accession No. ML18338A181).
