Dear Ms. Collins:

On June 5, 1996, you sent a letter to Senator Ted Stevens regarding the U.S.

Nuclear Regulatory Commission's (NRC) oversight of nuclear power reactors.

Senator Stevens forwarded your letter to the NRC, and this office was assigned to address the issues you raised. The NRC takes seriously information regarding issues that could adversely affect public health and safety, and we appreciate your concerns. Since your concerns focused on inappropriate actions by the NRC, we have also forwarded your letter to the NRC Office of the Inspector General.

l You commented in your letter that, "If the government were to fund repairs of nuclear reactors early on they would be up to safety standards." I would like to clarify that the NRC does not fund repairs or any other operational expenses of nuclear power facilities. The utilities licensed to operate the nuclear power plants are responsible for the operation and maintenance of the plants including all associated costs. The NRC has an oversight and inspection function for the commercial use of nuclear materials.

Briefly, the NRC's mission is to provide reasonable assurance that nonmilitary.

uses of nuclear materials in the United States, such as their use in nuclear ,

power plants, nuclear waste repositories, or in medical, industrial, or l research applications, are carried out with proper regard for the protection l of public health and safety. The NRC accomplishes its mission through the licensing of nuclear reactor operations, the possession and use of nuclear materials, and the transporting and disposing of nuclear materials and wastes; the safeguarding of nuclear materials and facilities from theft, damage, and sabotage; and conducting inspections and enforcing regulations governing these

, activities.
