SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON OCTOBER 25, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on October 25, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18263A187. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. J. Dixon-Herrity Summary of Meeting:

On October 25, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) Revision 1 to LAR 18-021 and (2) clarification topics regarding LAR 18-016.

The first topic discussed was Revision 1 to LAR 18-021. This conference call was requested by SNC to discuss draft RAIs Nos. 1 and 2, the responses which, due to timing, were not able to be incorporated into LAR 18-021, Revision 1, dated October 11, 2018. SNC and NRC staff discussed the level of detail in LAR-18-021R1 and the level of detail requested by draft RAIs Nos. 1 and 2. SNC discussed the draft RAIs and information supporting SNCs statements in their LAR. SNC stated that many of the calculations supporting its request are located in the Westinghouse Electric Company (Westinghouse) electronic reading room and may be included in the NRCs audit review. SNC requested that NRC hold all current draft RAIs until such point as all review issues have been identified in the regulatory audit. In order to avoid multiple issuances of RAIs and multiple responses to RAIs, SNC requested that NRC collect all draft RAIs and issue them at one time. NRC agreed.

The second topic discussed was clarification topics regarding LAR 18-016. The staff noted that LAR 18-016 proposes a change to the acceptance criteria for the RNS midloop flowrate ITAAC to clarify that the RNS pumps should be tested individually because operation of both RNS pumps at the same time with reactor coolant system (RCS) hotleg water level at 50 percent is not advised as it imposes the risk of air entrainment due to vortexing at the common suction takeoff, which could damage the pumps. The staff discussed that the purpose of the meeting was to better understand the changes proposed in the LAR, specifically to confirm that the amount of air entrainment (and RCS level perturbation during midloop) is negligible. The staff and SNC discussed the clarification topics, and SNC clarified that the critical vortex water level elevation is above 30 percent for one RNS pump and above 50 percent for both RNS pumps in operation. The staff stated that they appreciated the additional clarifications provided in the meeting and that they would consider the clarifications in determining if any RAIs or an additional clarification call is needed to complete the review.

At the end of each topic, there was an opportunity for the public to provide comments and ask questions. There were no questions or comments from members of the public.
