The University of Texas is in possession of a Special Nuclear Material (SNM) License (SNM-180, Docket 0700-0157) which was last renewed November 13, 2009. In light of the renewal upcoming in November 2019, I scheduled a teleconference with two staff members in the Engineering Department who have responsibility for the SNM License. I contacted Paul Whaley, the Associate Director for the Nuclear Engineering Teaching Laboratory and Tracy Tipping, Health Physicist for the Nuclear Engineering Teaching Laboratory. The Radiation Safety Officer was unavailable at the time of the scheduled call.

My intent for the call was to raise the issue of an expiring license coming due in 2019 and to ensure they are aware and preparing for renewal. The call consisted of general discussion of the license and materials possessed. Material on the license is largely unused. One particular item is used for instrument calibration and teaching. University staff stated that neither of them were a part of the last renewal, but stated their records are good and are confident they could put an adequate application together in a timely fashion. Staff inquired into the possibility of providing a limited application that references the standing application, in light of the fact that no materials or processes have changed since the last renewal. I stated I would pursue an answer for that question. Staff stated their research reactor is currently in renewal and that some information supplied for that application may be useful in the SNM-180 renewal. Staff also inquired how early they could submit an application and that they might be prepared to submit in late Spring. That issue was tabled until I can evaluate the adequacy of a limited submittal.

I inquired about the possibility of a site visit early in 2019, perhaps late February or early March.

They stated that at this time, early January appears to be clear. I stated I would evaluate this and provide an answer soon. I also discussed references the Agency would use to evaluate an application, specifically mentioning NUREG-1520, Standard Review Plans for Fuel Facility License Applications is used, in a modified fashion for universities.

The call concluded with my commitment to pursue the issues of limited application submittal and to evaluate a compatible time for a site visit that I would make in the new year.
