Dear Ms. Jenkins,
Mr. Scaturo, and Mr. Isiminger, The U.S. Nuclear Regulatory Commission (NRC) is preparing to issue license amendments for the Oconee Nuclear Station, Units 1, 2, and 3. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of these amendments.
Please reply if the State of South Carolina has comments on the following licensing action submitted to the NRC by Duke Energy Carolinas, LLC (the licensee): License Amendment Request (LAR) for Changes to the Duke Energy Physical Security Plan, by letter ONS-2018-014 dated February 12, 2018, as supplemented by letters RA-18-0112 and RA-18-0139 dated August 8, and August 23, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML18046A080, ML18225A076, and ML18239A112).
The proposed no significant hazards consideration for this amendment request was published in the Federal Register on October 2, 2018 (83 FR 49590).
Your response is requested by December 14, 2018.
The NRC performed an environmental assessment for this action and developed a final finding of no significant impact, which it plans to publish in November 2018.
