VERMONT YANKEE NUCLEAR POWER STATION - ISSUANCE OF EXEMPTION FROM 10 CFR 50.82(a)(8)(i)(A) (L-2018-LLE-0007)

Dear Mr. State:

The U.S. Nuclear Regulatory Commission (NRC) has approved the enclosed exemption from specific requirements of Title 10 of the Code of Federal Regulations Sections 50.82(a)(8)(i)(A),

for NorthStar Group Services, Inc. (NorthStar). This action is in response to your application dated May 25, 2018, that requested the exemption to allow the use of up to $20 million of funds from the Vermont Yankee Nuclear Power Station (VYNPS) nuclear decommissioning trust fund (NDT) for purposes of managing irradiated fuel on a revolving basis.

This exemption was requested in relation to the request from NorthStar, on behalf of Entergy Nuclear Vermont Yankee, LLC (to be known as NorthStar Vermont Yankee, LLC) to transfer the license for the VYNPS to NorthStar to expedite decommissioning. The exemption would only apply if the license amendment approving the transfer of the VYNPS license to NorthStar is issued by the NRC.

A copy of the exemption is enclosed. The exemption has been forwarded to the Office of the Federal Register for publication.
