4 McGuire identified evidence of suspected thermal sleeve wear when reviewing refueling video from the previous outage for another project.
Wear of the thermal sleeve against the control rod guide tube could interfere with control rod movement.
Plans to remove and replace the thermal sleeve have been developed, but because the repair technique is a first-of-a-kind evolution, there is a potential that the repairs will be unsuccessful.

5 This is a one-time LAR to revise Technical Specification 4.2.2, Control Rod Assemblies, to allow operation without a control rod in core location H-08 for one operating cycle in the event that repair efforts are unsuccessful.
UFSAR Chapter 15 parameters were analyzed using the NRC-approved methods described in TS 5.6.5 and showed that limits assumed in safety analysis remain bounded.
The Reload Safety Evaluation for the removal of H-08 validated all cycle-specific Reload Design Safety Analysis Review Checklist limits.
Current COLR limits remain unchanged, and no new operator actions are expected.

6 This LAR is very similar to a precedent at South Texas Project (STP).
STP submitted an Emergency LAR on December 3, 2015 (ML15343A347).
The NRC approved the STP LAR via safety evaluation dated December 11, 2015 (ML15343A128).
The STP LAR requested removal of a control rod from a shutdown bank rather than a control bank.
Analysis shows that all UFSAR accident analyses remain bounding with respect to the cycle-specific safety analysis limits performed with control rod H-08 removed.

Planned Schedule for Submittal and Requested Approval 7
7 McGuire plans to submit the LAR no later than September 7.
Maintenance and repair work on the H-08 thermal sleeve is scheduled to begin September 24.
The repair techniques to be used are first-of-a-kind evolutions, and the plans for the work were only recently finalized. As such, the LAR is being submitted on an exigent basis to avoid an emergency LAR submittal if the planned repairs fail.
If repairs are unsuccessful, the LAR would need to be approved before fuel goes into the core after no-mode outage work.
McGuire Unit 2 is scheduled to commence core reload activities on September 28.
