SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JULY 19, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on July 19, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18170A235. The meeting notice is also posted on the NRC public website. - ML18199A071 Notification (UIN) Comments Status Sheet Summary of Meeting:
On July 19, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) pre-submittal information regarding ALT-10, (2) an update to ALT-06, (3) SNC comments on the proposed License Condition for critical sections for LAR 17-037, (4) ITAAC Index No. 700, and (5) SNC responses to comments regarding UINs.
The first topic discussed was pre-submittal information regarding ALT-10 and an update to ALT-
- 06. SNC walked through the pre-submittal presentation for ALT-10, noting that ALT-10 requests approval to use the examination method described in American Society of Mechanical Engineers (ASME) Code Case N-887, Code Record #18-31, approved by ASME on May 2, 2018, for VEGP Units 3 and 4. SNC stated that the proposed alternative surface configuration results in a volumetric examination coverage that meets the ASME Section XI requirement of essentially 100 percent. The staff noted that they understood SNCs request and indicated that it would be beneficial for ALT-10 to include a discussion that the alternative is focused on the surface finish distance requirement in ASME Code,Section III, Subparagraph NB-4424.2(a) as shown in Figures NB-4250-2 and NB-4250-3, including figures provided in the pre-submittal presentation and the statement made by SNC that the required surface finish in ASME Code,Section III, Subparagraph NB-4424.2(a) will continue to be met up to an obstruction within the required surface finish distance. The staff also noted that the ALT-10 should include the correct term for where the use of the alternative will be documented (e.g., appropriate Data Report, appropriate Data Report Form, appropriate ASME Code Data Report). SNC stated that they understood the staffs comments.
The second topic discussed was an update to ALT-06. SNC stated that ALT-06 provides the technical basis for an alternative volumetric exam inspection volume for stainless steel pipe-to-valve welds and that access to both sides of the weld is required to achieve 100 percent coverage of the current required exam volume. The staff indicated that it would be beneficial for ALT-06 to include discussions (1) that the mockups are representative of as-built components at VEGP Units 3 and 4 and (2) regarding what inspection can be performed and what inspections cannot be performed (and justification, such as with cast austenitic stainless steel material).
SNC stated that they understood the staffs comments.
The third topic discussed was the draft license condition criteria for LAR 17-037 regarding critical sections. The staff discussed that the first bullet addresses the staffs concern and noted one minor syntax change to move the words, structural materials after Involve so the Condition would read, Involve structural materials or analytical or design methods, including design codes and analytical assumptions, that deviate from those credited in the plant-specific DCD for critical sections. SNC agreed to this change. The staff noted that they did not have any concerns with SNCs revision to the section bullet. The staff noted for the third bullet, the staff still has concerns and that that they were working internally on proposed language that they would provide to SNC once internally aligned. The staff and SNC agreed that further discussion on the third bullet was needed at a future public meeting.
J. Dixon-Herrity The fourth topic discussed was ITAAC Index No. 700. SNC noted the acceptance criteria in ITAAC Index No. 700 cannot be met because by design, the three ancillary fans specified in Combined License (COL) Appendix C Table 2.7.1-3 do not have displays and controls in the main control room. SNC noted that they are preparing a LAR to correct this inconsistency in the COLs. The staff agreed that SNCs approach was necessary to correct the inconsistency.
The fifth topic discussed was comments regarding UINs, specifically items 1 and 2 on the UIN comment status sheet. For Item 2, the staff noted that SNCs draft revision addressed some of the staffs comments and asked SNC to clarify what would be done to satisfy the ITAAC and to identify the calculations that support the analysis. SNC stated that they understood the staffs comment. For Item 1, the staff and SNC discussed SNCs proposed response and agreed that further discussion regarding Item 1 was needed at a future public meeting.
At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no questions or comments from members of the public.
