Dear Sir/ Madam:
A license amendment request (LAR) was submitted for the Pennsylvania State University Breazeale Nuclear Reactor, License #R-2, on 7 February 2012 (ref. accession number ML12040A166). The LAR primarily addressed the upgrade of the facility exhaust system (FES) to a new reactor bay heating, ventilation, and exhaust system (RBHVES). Three Requests for Additional Information (RAls) were issued and answered regarding this LAR. (The RAls may be accessed via accession numbers ML12284A197, ML14036A319, and ML16188A393). Based on a recent meeting between facility representatives and the NRC, it is apparent that additional significant concerns remain regarding this proposed license amendment.
The facility has determined that the best path forward is to withdraw the LAR, and resubmit a similar request for amendment at a later date. The intent is to streamline the process by submitting a request that addresses the issues raised in the three RAls, and resolves the concerns that were impeding the approval of the original LAR.
Therefore, the facility hereby requests that the LAR submitted on 7 February 2012 be withdrawn.
The PSU Reactor Safeguards Committee approved this action by electronic vote on 5/27/2018.
