SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JULY 12, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on July 12, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18170A233. The meeting notice is also posted on the NRC public website. On July 12, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) draft license condition criteria for LAR 17-037 regarding critical sections, (2) draft RAI No. 4 for LAR 17-024, (3) draft RAI No. 1 for LAR 18-015, and (4) comments regarding UINs.
The first topic discussed was the draft license condition criteria for LAR 17-037 regarding critical sections. SNC discussed concerns regarding the staffs proposed criteria, noting that the language proposed appears to be more restrictive than SNCs proposal. SNC discussed that for the first bullet, the phase involve analysis could be interpreted to include any change to the Updated Final Safety Analysis Report (UFSAR). For the second and third bullets, SNC discussed that the phrase result in a change could be interpreted as any change, regardless of the safety significance. SNC agreed to provide a markup of the staffs proposed language that would limit the changes that would require NRC approval. The staff agreed to consult the Office of the General Council about acceptable revisions to the criteria to remove any ambiguity regarding what changes would require NRC approval, per the license condition. The staff and SNC agreed that further discussion was needed on this topic at a future public meeting.
The second topic discussed was draft RAI No. 4 for LAR 17-024. The staff discussed that the information within the technical evaluation presented in Item L07 of LAR 17-024 appears to be inconsistent with the previously docketed material submitted by SNC, and therefore, the staff is unable to reach a conclusion on the LAR. SNC agreed that the information could be clarified in the technical evaluation to justify the proposed change to Function 4 and agreed to supplement the LAR with additional clarifications. SNC and the staff agreed that a pre-submittal meeting would be scheduled to discuss a draft RAI response at a future public meeting.
The third topic discussed was draft RAI No. 1 for LAR 18-015. SNC clarified that the reference to Regulatory Guide (RG) 1.189, Fire Protection for Nuclear Power Plants, Revision 1 is not intended to change the design to conform with the RG, but instead to utilize the RG as an engineering basis for the concept and use of fire stops. The staff stated that they understood SNCs clarification and agreed to revise the RAI to remove the second paragraph and add a third question asking SNC to explain the applicability of RG 1.189, as presented in LAR 18-015.
J. Dixon-Herrity The fourth topic discussed was comments regarding UINs, specifically items 3 and 4 on the UIN comment status sheet. The staff stated that SNCs proposal in the comment related to item 3 is sufficient to address the issue and that SNCs discussion of functional for ITAAC Index No.
328 is consistent with the staffs understanding. SNC noted that they understood the staffs responses and stated that they would be available to discuss items 1 and 2 at the next public meeting.
At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. There were no questions or comments from members of the public.
