APPROVAL OF DECOMMISSIONING PLAN FOR THE AMERICAN CENTRIFUGE LEAD CASCADE FACILITY (ENTERPRISE PROJECT IDENTIFIERS L-2018-DDP-0000 AND L-2017-DDP-0010)
Dear Mr. Toelle:
In your letter dated January 5, 2018 (ACO 18-0001) (Agencywide Documents Access and Management System [ADAMS] Accession Number ML18025B285), you requested the U.S.
Nuclear Regulatory Commission (NRC) to approve the updated Decommissioning Plan (DP),
including the decommissioning cost estimate, for the American Centrifuge Lead Cascade Facility. By letter dated February 14, 2018, (ADAMS Accession Number ML18046A081) you clarified that the NRCs approval of the DP will involve an amendment to NRC Special Nuclear Material (SNM) License SNM-7003. By letter dated February 21, 2018, the NRC informed you of its acceptance for detailed technical review of your updated DP license amendment application.
The NRC staff has completed its review and has determined that the updated DP provides reasonable assurance that the facility can be decommissioned safely as required by Title 10 of the Code of Federal Regulations (10 CFR) Parts 70, Domestic Licensing of Special Nuclear Material, and 20, Standards for Protection Against Radiation. Accordingly, SNM-7003 is hereby amended. to this letter provides the NRC staffs Safety Evaluation Report (SER) documenting the review of the DP. Enclosures 2 and 3 provide the complete (non-public) and redacted (public) versions, respectively, of Amendment 15 of SNM-7003. Accordingly, Conditions 10.e and 10.f for the updated decommissioning cost estimate were revised to include the date of January 5, 2018, and a new Condition 10.o was added to incorporate the DP dated January 5, 2018, in SNM-7003. All other conditions of SNM-7003 remain the same.
This letter, the enclosed SER and the amended license concludes this licensing action and completes the efforts under Enterprise Project Identifiers L-2018-DDP-0000 and L-2017-DDP-0010.
