OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JUNE 14, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on June 14, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18163A302. The meeting notice is also posted on the NRC public website. On June 14, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) SNCs request for exemption from timing of PRA standards, (2) clarification questions regarding LAR 18-009, (3) draft supplement 3 for LAR 17-024, (4) SNCs responses to NRCs questions on cable separation and fire area ITAAC, and (5) SNCs draft RAI response regarding LAR 17-037.
The first topic discussed was SNCs request for exemption from timing of PRA standards. SNC provided an overview of the request, noting that the initial PRA for VEGP Units 3 and 4 is under development using Regulatory Guide (RG) 1.200, Revision 2. SNC discussed that they are requesting a partial exemption from Title 10 of the Code of Federal Regulations (10 CFR) 50.71(h)(1) to modify the requirement for the initial PRA to cover those initiating events and modes endorsed for which RG 1.200, Revision 2 endorses standards. The staff stated that they read the draft request and understand SNCs reasoning for requesting the exemption. The staff stated that they didnt have any further questions and noted that they would perform their detailed review once the request for exemption is formally submitted.
The second topic discussed was clarification questions regarding LAR 18-009, Technical Specification Changes to Support Operability During Mode 5 and 6 Vacuum Fill Operations.
The staff asked if the safety analysis discussed in LAR 18-009 is the same as the supporting safety analysis referenced in LAR 17-027. SNC stated that the safety analysis, APP-SSAR-GEF-088, Revision 0, Small Break LOCA (SBLOCA), Loss of Normal Residual Heat Removal System (RNS) Cooling, and Long Term Core Cooling Mass and Energy Release Assessments of Outstanding Design Debt, dated September 1, 2016, is the same safety analysis referenced in both LAR 18-009 and LAR 17-027, noting that the analysis can be made available for audit, if necessary.
The third topic discussed was draft Supplement 3 for LAR 17-024. SNC discussed that following receipt of draft RAI Nos. 2 and 3 (ADAMS Accession Nos. ML18149A371 and ML18149A376, respectively) and the discussion at the May 31, 2018, public meeting (ADAMS Accession No. ML18173A250), draft Supplement 3 proposes revisions to the portion of the LAR identified as change L07, which proposed changes to Technical Specification Table 3.3.5-1.
The staff stated that they reviewed the draft supplement and that draft Supplement 3 proposes to withdraw the originally proposed changes to Function 1 and Function 2. The staff indicated that since the draft RAIs sought to clarify the originally proposed changes to Function 1 and Function 2, the draft RAIs would be addressed with the submittal of Supplement 3. SNC stated that they understood the staffs remarks and that they would proceed with formally submitting Supplement 3.
The fourth topic discussed was SNCs responses and proposed draft revisions to the UINs related to cable separation and fire area ITAAC. The staff discussed the disposition of the staffs comments and questions, as described in the Summary Response for SNC Responses to
J. Dixon-Herrity Cable Separation and Fire Area ITAAC (ADAMS Accession No. ML18164A111). The staff noted that language SNC proposed to add to the UINs, as indicated in their response, addressed the staffs comments. SNC stated that they understood the staffs comments and agreed to resubmit the UINs with the language proposed in the draft UINs.
The fifth topic discussed was SNCs draft response to RAI LAR 17-037-2 (discussion began at 3:00 p.m.). The staff provided preliminary feedback on SNCs draft response to RAI LAR 17-027-2 that was transmitted to the staff on June 12, 2018. The staff noted that additional feedback may be provided after the staff has sufficient time to review the draft response. In response to questions from the staff, SNC advised that it planned to update the flowcharts to be consistent with the process described in the proposed license condition. SNC also advised that it would examine how the SNC processes for monitoring the cumulative impact of multiple changes would be recognized in the LAR. The staff advised that further internal deliberation of the draft response was needed regarding how SNC obligations for the LAR might be appropriately included in procedures, a license condition, or a regulatory commitment.
At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. All comments and questions from members of the public were addressed before ending the open portion of the meeting.
