TRANSMITTAL OF WITHDRAWAL REQUEST FOR REGULATORY GUIDE 5.68, PROTECTION AGAINST MALEVOLENT USE OF VEHICLES AT NUCLEAR POWER PLANTS (AUGUST 1994)

The purpose of this memorandum is to transmit the withdrawal of Regulatory Guide (RG) 5.68, Protection against Malevolent Use of Vehicles at Nuclear Power Plants, published in August 1994. The basis for withdrawal is included in the review package under Agencywide Documents Access and Management System Accession No. ML18179A201.

RG 5.68 describes methods that the U.S. Nuclear Regulatory Commission (NRC) staff considered acceptable for complying with the requirements in Title 10 of the Code of Federal Regulations (10 CFR) Part 73, Physical Protection of Plants and Materials, specifically, 10 CFR 73.1(a)(1), Radiological Sabotage as it pertains to land and water vehicle bomb assaults and 10 CFR Section 73.55, Requirements for Physical Protection of Licensed Activities in Nuclear Power Reactors Against Radiological Sabotage.

The regulatory requirements to protect against malevolent use of vehicles at nuclear power plants serve to ensure adequate protection by establishing vehicle control measures in order to: (1) protect against unauthorized use of a land vehicle as a means of personnel transport; (2) protect against use of a vehicle as a means of transport of an explosive device; and (3) protect against a vehicle bomb. The objective of these measures is to ensure protected and vital areas of nuclear power plants are safe from malevolent use of vehicles and operated only by authorized persons with legitimate need for access to such areas.

Due to numerous changes in the Part 73 regulation since 1994, changes to the Design Basis Threat and identification of technical issues, RG 5.68 is now outdated and is no longer CONTACT:
