3503A Bahia Blanca W, Laguna Woods, CA, 92637 Email: BMoldow@gmail.com Submitter's Representative: Berton Moldow Organization: Laguna Woods Energy Club General Comment A failure of containment of the nuclear waste currently being stored in single shell canister at San Onofre would potentially threaten the safety and economy of the 8-1/2 million people living within a 50 mile radius of the site. The consequences of such failure would be devastating to the economy of Southern California and the entire nation. We, members of the Laguna Woods Energy Club seriously question the adequacy of canisters currently in use that are only 5/8" thick and by the manufacturers own statement are not repairable should cracking occur and are guaranteed for only a twenty year period.

We fully support the recommendations of Citizens Oversight that a second level of containment be required. One that should cracking occur, be repairable. We further believe that the early canister that currently are on site for a period of 17 years be given high priority Page 1 of 2 06/05/2018 https://www.fdms.gov/fdms/getcontent?objectId=0900006483339933&format=xml&showorig=false 39 PRM-72-8 83 FR 12504

for containment in such an outer container as recommended by Citizens Oversite.
