DPR-32 DPR-37 NPF-4 NPF-7 NORTH ANNA POWER STATION UNITS 1 AND 2 SCHEDULE FOR GENERIC LETTER 88-20 SUPPLEMENT 4 INDIVIDUAL PLANT EXAMINATION OF EXTERNAL EVENTS FOR SEVERE ACCIDENT VULNERABILITIES Virginia Electric and Power Company responded to Generic Letter (GL) 88-20 Supplement 4, "Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities," by a December 20, 1991 letter (Serial No.91-410). The IPEEE program planned for Surry and North Anna Power Stations was presented in that letter and remains the same.
On June 24, 1992 and June 26, 1992, the NRC requested identification of our IPEEE submittal schedule for Surry and North Anna, respectively, by September 18, 1992.
These N RC letters also requested justification if the requested submittal date of June 1994 from GL 88-20 Supplement 4 is not going to be satisfied. This letter provides our planned IPEEE submittal schedule, along with justification for the schedule.
Internal Fire Analyses The fire PRAs for Surry and North Anna will be performed in a staggered fashion.
Because the North Anna Individual Plant Examination (IPE) is nearing completion, we intend to perform the fire analysis for this station immediately upon completion of its IPE.
The Surry IPE was submitted to the NRC on August 30, 1991 (Serial No. 91-134A). A review of design changes made since the preparation of the Surry IPE and an upgrade of the model, as required, are necessary. The Surry IPE model upgrade will 9209250264 920918 PDR ADOCK 05000280 P

be* performed in parallel with the North Anna fire PRA. The Surry fire PRA will begin after the model upgrade has been completed.
The schedule and milestones for the fire analyses are as follows:

Virginia Electric and Power Company has previously informed the NRC that the seismic verification plant walkdowns required to resolve USI A-46 will be completed by the second refueling outage after receipt of the final SER supplement (SSER-2). The schedule for the seismic IPEEE and USI A-46 activities is provided in our letter Serial No.92-384, dated September 18, 1992.

12/31 /95 11 /30/96 The plant walkdowns for the USI A-46 and seismic IPEEE programs at Surry and North Anna are expected to be completed by the identified dates, based on the current outage schedule.
- For Surry Unit 1, May 31, 1996 is the end date of the third refueling outage after receipt of Generic Letter 87-02 Supplement 1, "Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue (USI) A-46." The justification for not completing the seismic walkdowns by the end of the second refueling outage is indicated in letter Serial No.92-384.
IPEEE Report Preparation NUREG-1407, "Procedural and Submittal Guidance for the Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities," provides IPEEE report preparation guidelines. The recommended Table of Contents indicates that a single report for external events is requested. It is our intention to submit the external event analyses except seismic as one report for each station based on the identified schedule. The seismic analysis for each station will be separately submitted based on the identified schedule.
