SURRY POWER STATION, UNITS 1 AND 2 - STATION BLACKOUT - EMERGENCY DIESEL GENERATOR RELIABILITY (TAC NOS. M68611 ANO M68612)
We have reviewed your submittal dated June 24, 1992, which responded to our Supplemental Safety Evaluation (SSE) transmitted to you by letter dated May 12, 1992.
We find acceptable your commitment to maintain, as a minimum, the five elements of Section 1.2 of Regulatory Guide 1.155, "Station Blackout" pending the resolution of Generic Issue 8-56, "Emergency Diesel Generator Reliability," at which time you will assess your program for continued compliance.
We also acknowledge your points of clarification with respect to Section 2.1, "Station Blackout Duration" and Section 2.3, "Compressed Air" of our SSE.
With respect to station blackout duration, we accept your clarification that the normal source of power supply to the Class IE (safe shutdown) buses at Surry is through the reserve station service transformers, and there are no automatic transfers upon loss of the main unit generator.
However, this is equivalent to (or better than) an automatic transfer of power to the safety buses upon loss of the main generator. Therefore, the conclusion reached in the SSE as to the classification of the independence of offsite power group as "I 1/2" does not change, and the required coping duration remains at 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> as stated in our SSE and as determined by your staff.
With respect to the compressed air, please advise us once a decision has been reached as to the final design selected for coping with a station blackout.
We find your planned actions to cope with a station blackout event acceptable and are, therefore, closing out TAC Nos. M68611 and M68612.
