SURRY POWER STATION, UNITS 1 AND 2 - 10 CFR 50.63 - STATION BLACKOUT (TAC NOS. M68611 AND M68612)
The Station Blackout (SBO) rule requires licensees to submit information as defined in 10 CFR 50.63 and provide a plan and schedule for conformance with the SBO rule. You provided responses to the SBO rule regarding Surry, Units 1 and 2, by letters dated April 17 and April 20, 1989, March 30 and August 1, 1990.
The responses were reviewed by us and by Science Applications International Corporation (SAIC), under contract to the NRC.
On October 15, 1990, we issued a draft Safety Evaluat,ion (SE) which identified areas of non-conformance and our recommendations.
By letters dated April 30 and July 31, 1990, you submitted comments on the draft SE.
Your responses to the non-conformances and recommendations in the draft SE have been evaluated in the enclosed Supplemental Safety Evaluation and have been found to be acceptable contingent upon resolution of several open items. These include the SBO coping duration, the alternate AC (AAC) source meeting all the criteria of Appendix B of NUMARC 87-00, automatic connection of the AAC source, compressed air capability, administrative procedures revision to maintain the control room and switchgear room temperatures at or below 75°F and 80°F, respectively, condenser isolation valves, quality assurance, and the emergency diesel generator (EOG) reliability program.
We have also evaluated your justification for the 5-year time frame for the SBO modifications and procedure changes and find it to be unacceptable.
We believe that 3 years, or the end of the nearest refueling outage to that date, whichever occurs later, should be achievable.
We request that you provide detailed justification, including schedular information for the various phases of the project, as to why the modifications and training cannot be completed within 3 years.
You should submit, within 30 days of receipt of this letter, a commitment to implement the requests and provide a schedule for their implementation in accordance with 10 CFR 50.63(c)(4).
However, we have found your proposed AAC source concept tribe acceptable and therefore you need not wait for the open items to be resolved before planning for and purchasing the two diesel generators.

W. The guidance provided on Technical Specifications (TS) for an SBO states that the TS should be consistent with the Interim Commission Policy Statement on Technical Specifications.
We have taken the position that TS are required for SBO response equipment.
However, the question of how specifications for the SBO equipment will be applied is being considered generically by the NRC in the context of the Technical Specification Improvement Program and remains an open item at this time.
In the interim, we expect plant procedures to reflect the appropriate testing and surveillance requirements to ensure operability of the necessary SBO equipment.
We will notify you of implementation requirements at a later date.
This requirement affects fewer than 10 respondents and, therefore, is not subject to Office of Management and Budget review under P.L.96-511.
