License No.90-613 R3 50-280 50-281 50-338 50-339 DPR-32 DPR-37 NPF-4 NPF-7 Virginia Electric and Power Company responded to Generic Letter 88-20, entitled "Individual Plant Examination for Severe Accident Vulnerabilities," in an October 30, 1989 letter (Serial No.89-654). As indicated in our response, submittal of the Surry and North Anna IPEs are scheduled for November 1990 and December 1991, respectively. Our proposed schedules, methodology, and approach were approved by the NRC in a January 8, 1990 letter. The January 8, 1990 NRC letter also requested notification if the schedule should change, along with the reason for the change. The purpose of this letter is to advise you of a change in our schedule for submittal and the reason for the schedule change.
The Surry IPE has progressed significantly since the project began in March 1989.
However, a schedule change is required in order to complete the project following the methodology and approach discussed in our October 30, 1989 response. The primary reason for the schedule change is that many of the tasks have taken longer to complete than originally anticipated in order to maintain the desired level of technology transfer.
In particular, development of the system analysis files and reduction of the plant specific data have taken significantly longer than planned.
Another unanticipated occurrence was the need to have the MAAP (Modular Accident Analysis Program) code modified to more accurately model certain Surry safety systems. As a result of these delays, the initial sequence quantification was completed in July 1990 (versus January 1990).
In addition, since July the internal review requirements (associated with the project being conducted to meet the requirements of 10 CFR 50, Appendix B) have taken more time than anticipated.

Progress to date includes completion of the following significant milestones:
Final sequence quantification Second phase of independent review The results to date from these evaluations do not indicate the existence of any significant vulnerabilities.
The remaining tasks to be completed include analyses for sensitivity and internal flooding, as well as identification of proposed modifications.
Similarly, there is a significant amount of internal review that must be completed. Therefore, we find it necessary to change our submittal schedule for the Surry IPE. As indicated in our October 30, 1989 letter, the Surry and North Anna work will be performed in a sequential fashion. Thus, it is also necessary to change the submittal schedule for North Anna. The revised schedule is presented below for both stations:

Our approach and methodology remain unchanged from that reflected in our October 30, 1989 letter. Although we have changed our schedule, we fully intend to submit both the Surry and North Anna IPEs within the three year time frame given in Generic Letter 88-20.
