(NRC INSPECTION REPORT NOS. 50-280/90-07 AND 50-281/90-07)

This refers to the Nuclear Regulatory Commission (NRC) special Maintenance Team

Inspection conducted by W. P. Kleinsorge, and other members of the team, on

February 26 through March 2, March 12 through 16, and March 26 through 30,

1990.

The inspection examined activities and programs involved in the conduct

and support of maintenance activities at your Surry facility.

The inspection

findings were discussed with those members of your staff identified in the

enclosed inspection report on April 12, 1990.

Areas examined during the inspection are identified in the report.* The

inspection was performance based and consisted of observations of equipment

conditions and in-process maintenance-related activities, reviews of records

and procedures, and interviews with personnel.

The inspection findings are summarized in the Executive Summary of the report.

In general, the findings show that your maintenance program and its

implementation are marginally satisfactory with a strong potential for

improvement.

Noteworthy strengths in your maintenance program and its

implementation included the System Engineering support to craft activities and

the MOVATS testing program.

Your attention is invited to the weaknesses

identified in the report.

In particular, weaknesses relative to the material

condition of the Containment Air System and the Heating, Ventilation, and Air

Conditioning System; the allocation of resources; the effectiveness of yotir

prioritization* program; and your large maintenance backlog should receive

attention.

The inspection findings indicate that certain activities appear to violate NRC

requirements.

The violation, references to pertinent requirements, and the

elements to be included in your response are d~scribed in the enclosed Notic~

of Violation.

In accordance with 10 CFR 2.790(a), a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
