SURRY, UNITS 1 & 2 - ATWS/AMSAC IMPLEMENTATIO~ SCHEDULES (TAC NOS. 75763 AND 75764)
By letter dated January 8, 1990, you requested an extension of the ATWS/AMSAC implementation schedule from fall 1989 and spring 1990 for Surry Units 1 and 2, respectively, to the fourth quarter of 1990 for Surry Unit; 1 and the second quarter of 1991 for Surry Unit 2.
You base your request on the fact that you have had to reschedule the cycle 10 refueling outage for each unit due to the extended outages Surry Units 1 and 2 experienced last year.
The end of cycle 10 had been the previously agreed-to implementation milestone for ATWS/AMSAC.
However, notwithstanding the slippages in refueling outage schedules, we understand that the required AHIS/AMSAC hardware would not have *been available for the originally scheduled outages because of procurement difficulties.
Because of the approximately one-year unplanned outages of both units, the operating times without functional ATWS/AMSAC equ ipnent will not* increase due to the slipped schedules.
Therefore we are approving your request.
- However, we are disturbed that you had not assigned a higher priority to satisfying this important commitment and that you apparently had not recognized the procurement problems sufficiently early to take corrective actions.
Completion of the ATWS/AMSAC implementation at Surry is an important safety enhancement which should receive priority consideration in all of your planning efforts.
We expect completion of the required modifications not later than the dates committed to in your January 8, 1990 1 etter.
