VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNIT 1 AND 2 10 CFR 50 APPENDIX J EXEMPTION REQUEST AND TECHNICAL SPECIFICATION CHANGE REQUEST FOR THE CYCLE 10 REFUELING OUTAGES In accordance with 10 CFR 50.12 and 50.90, we are requesting a one time exemption from 10 CFR 50, Appendix J, Sections 111.D.3 and Technical Specification changes for Operating license DPR-32 Surry Unit 1. Section 11.D.3 of Appendix J requires Local Leak Rate Testing (LLRT) during every reactor shutdown for refueling but in no case at intervals greater than two years. We are requesting a one-time extension to perform the LLRT testing at the scheduled Cycle 10 refueling outage. In addition, one-time Technical Specification changes are being requested for the LLRT requirements (Type C tests) consistent with the exemption request and to delay the 18 month surveillance test that would require a unit shutdown to perform.

Surry Unit 1 was shutdown for refueling from April to July 1988. In September 1988, Unit 1 was shutdown for an extend maintenance/modification outage that lasted 299 days. Surry Unit 2 was being refueled when Unit 1 shutdown in September and remained in the refueling outage for 374 days to perform similar maintenance/modifications. During these outages major maintenance, modifications and testing were performed on the Circulating and Service Water Systems, the Emergency Diesel Generators, and the Electrical Distribution System. Because of these extended outages certain Technical Specification surveillance requirements and 10 CFR 50 Appendix J testing requirements will be due for performance prior to the scheduled refueling dates. In addition the ATWS/AMSAC installation scheduled for and reported to the NRC as the end of the cycle 1O refueling outage (at that time scheduled for Fall 1989 and Spring 1990 Units 1 and 2 respectively) will also be extended, consistent with the delay in the end of cycle 10. In order to eliminate an Unit 1 shutdown during the operating cycle to perform the testing and equipment installation, we are requesting the appropriate Technical Specification changes, exemption requests and commitment extensions. 1 Ao\,

The following requests are being made:

1. Type C testing is required to be performed every 24 months. This period expires on June 23, 1990, for the mechanical penetrations (Type C) in Unit
1. An exemption from 10 CFR 50, Appendix J, Sections 111.D.3 is necessary and a Technical Specification change. The discussion and basis for the exemption request and Technical Specification change are included in Attachment 1.
2. Both the visual and functional inspections periods for snubbers expire before the scheduled refueling outage. Visual inspections are performed on a 1 year. period, which expires on September 19, 1990 (1 year plus 25% grace). Functional inspections are performed on 18 month period which expires on April 17, 1990 (18 months plus 25% grace). Justification for postponing the inspections and a Technical Specification change for both visual and functional inspections is included in Attachment 2.
3. The 18 month surveillance test required by Technical Specifications (4.5.C) is due to be performed again by May 1990 (1 year plus 25%

grace). Justification for postponing the surveillance test and a Technical Specification change is included in Attachment 2.

4. Our latest submittal regarding ATWS/AMSAC specified installation dates of Fall 1989 and Spring 1990 for Units 1 and 2 respectively, consistent with the projected end of Cycle 1O dates at that time. Due to the major engineering workload during the extended outages the engineering and procurement of the AMSAC panel was delayed. The new installation dates are fourth quarter 1990 and second quarter 1991 for Units 1 and 2 respectively, consistent with the current projected end of Cycle 1O dates.

The basis for this delay is detailed in Attachment 3.

The above requests are only for Unit 1 with the exception of ATWS/AMSAC installation which is for both Unit 1 and 2. These requests have been reviewed and approved by the Station Nuclear Safety and Operating Committee. It has been determined that the proposed changes do not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as defined in 10 CFR 50.92.
