NRC INSPECTION REPORT NOS. 50-280/89-16 AND 50.-281/89-16
The NRC Systematic Assessment of Licensee Performance,(SALP) has been completed
for your Surry facility.
The facility was evaluated for the period May l, 1988
through Jurie 30, 1989.
The results of the evaluation are documented in the
enclosed Interim SALP Report.
This report will be discussed with you at a
public meeting to be held at the Surry site on October 4, 1989, at 10:00 a.m.
Surry's performance was evaluated in the functfonal areas of Plant Operations,
Radiological
Controls, M~intenan~e/Surveillance, Emergency Preparedness,
-
Security, Engineering/Technical Support, and Safety Assessment/Quality
Verification.
Although the functional areas evaluated during this assessment
period are not identical to those in the previous period, a close correlation
can be made concerning changes in performance.
Surry's performance degraded
substantially in almost all of the areas since the last assessment period.
One
area, security, did show improvement in performance during this period.
The assessment clearly indicates that over the SALP period, the Surry
performance was mixed and on an integrated basis did not significantly exceed
that performance level needed to meet minimal regulatory requirements.
This
degradation in performance in the early and middle portion of the assessment
period was a con ti nuati on of concerns noted at the end of the previous
assessment period and appears to be_ the cumulative result of inadequate
management oversighti a lack of an effective self-assessment capability, and a
minimally effective corrective action program.
In five of the functional
areas evaluated, it is clear that continued- management attention to detail
and involvement in the performance of nuclear safety activities are required.
Extensive management changes which included the President, Senior Vice
President dedicated to nuclear, and line managers have resulted in increased
attention to detail and improving trends have been noted during the latter
part of- the evaluation period in all of the functional areas assessed.
In
particular, three areas were noted as having clearly defined improving trends.
It is of significance that the NRC staff has noted a new sensitivity and a
positive attitude toward the proper conduct of nuclear power plant operations .

level of accountability and your procedures upgrade program.
Your restart
readiness assessment program and strong management oversight facilitated the
safe restart of Unit 1 shortly after the close of this assessment per,od.
We
intend to carefully monitor the progress of these and other ongoing improvement
programs as well as the overall performance of Surry during the current
assessment period.
Any comments you have concerning our evaluation. of the performanc~ of your
Surry facility should be submitted to this office within '30 days following the
date of our meeting.
These comments will be considered in development of the
Final SALP Report.
Your comments and a summary of our meeting will be iss*ued
as an appendix to the Final SALP Report~
