TS 6.1-6 C. Organization units to provide a continuing review of the operational and safety aspects of the nuclear facility shall be constituted and have the authority and responsibilities outlined below:

1. Statjon Nuclear Safety and Operating Committee (SNSOC}
a. Function The SNSOC shall function to advise the Station Manager on all matters related to nuclear safety.
b. Composition The SNSOC shall be composed of the:

Chairman Assistant Station Manager, Nuclear Safety and Licensing Vice Chairman Assistant Station Manager, Operations and Maintenance Member Superintendent - Operations Member Superintendent - Maintenance Member Superintendent - Technical Services Member Superintendent - Health Physics Member Superintendent - Engineering

c. Alternates All alternate members shall be appointed in writing however, no more than two alternates shall participate as voting members in SNSOC activities at any one time.
d. Meeting Frequency The SNSOC shall meet at least once per calendar month and as convened by the SNSOC Chairman or his designated alternate.
e. Quorum A quorum of the SNSOC shall consist of the Chairman or Vice Chairman and two members including alternates.

ADMINISTRATIVE CONTROLS 5;3 FACILITY STAFF QUALIFICATION 6.3.1 Each member of the unit staff shall meet or exceed the minimum qualifications of ANS 3.1-(12/79 Draft) for comparable positions and the supplemental requirements specified in the March 28, 1980 NRC letter to all licensees, except for (1) the Superintendent - Health Physics who shall meet or exceed the qualifications of Regulatory Guide 1.8, September 1975 and (2) the Shift Technical Advisor who shall have a bachelor s degree or equivalent in a 1

scientific or engineering discipline with specific training in plant design, and response and analysis of the plant for transients and accidents.

6.4 TRAINING 6.4.1 The Station Manager is responsible for ensuring that retraining and replacement training programs for the facility staff are maintained and that such programs meet or exceed the requirements and recommendations of Section 5 of ANS 3.1-(12/79 Draft) and Appendix "A" of 10 CFR Part 55 and the supplemental requirements specified in the March 28, 1980 NRC letter to all licensees, and shall include familiarization with relevant industry operational experience identified by the NSE.

5;s REVIEW AND AUDIT 6.5.1 STATION NUCLEAR SAFETY AND OPERATING COMMITTEE (SNSOC)

FUNCTION 6.5.1.1 The SNSOC function to advise the Station Manager on all matters related to nuclear safety.

COMPOSITION 6.5.1.2 The SNSOC shall be composed of the:

Chairman: Assistant Station Manager (Nuclear Safety and Licensing)

Vice Chairman: Assistant Station Manager (Operations and Maintenance)

Member: Superintendent-Operations Member: Superintendent-Maintenance Member: Superintendent-Technical Services Member: Superintendent-Health Physics Member: Superintendent-Engineering*

ALTERNATES 6.5.1.3 All alternate members shall be appointed in writing by the SNSOC Chairman to serve on a temporary basis; however, no more than one alternate shall participate as a voting member in SNSOC aGtivities at any one time.

e e ATTACHMENT 3 DISCUSSION AND SIGNIFICANT HAZARDS CONSIDERATION EVALUATION

e Discussi,on The proposed change consists of the following modification to the Technical Specifications' Administrative Controls section which designates the membership composition of the Station Nuclear Safety and Operating Committee (SNSOC):

  • Addition of the Superintendent - Engineering to the list of members.

The addition of the Superintendent - Engineering to the list of specified members of SNSOC augments and complements the staff available to participate as voting members as well as recognizes the direct contribution to safety assessment made by engineering. The proposed change formalizes the SNSOC participation that the Superintendent - Engineering has had as an alternate member since the recent station organizational changes this year.

Review and evaluation have yielded the determination that approval of the proposed change is justified because this change is administrative in nature and, as discussed in the enclosed Significant Hazards Consideration Evaluation, does not affect safe plant operation. Accordingly, this change request is of the type described in the Federal Register notice dated March 6, 1986 (51 FR 7744) as an example of amendments that are considered not likely to involve significant hazards considerations.

Significam Hazards Consideration Evaluation The proposed changes to the Technical Specifications involve no significant hazards considerations, because operation of the North Anna and Surry Units 1 and 2 in accordance with these changes would not:

(1) Involve a significant increase in the probability or consequences of an accident previously evaluated, because the changes reflect administrative considerations and do not change the plant design or operation.

Presently, provisions made in the Technical Specifications for the appointment of alternate members to the SNSOC may be utilized with regard to the Superintendent - Engineering. The proposed change merely allows the augmentation of the pool of members readily available to convene meetings of the SNSOC; or (2) Create the possibility of a new or different kind of accident from any accident previously evaluated, because, as above, plant design or operation is not affected by these proposed changes; or (3) Involve a significant reduction in a margin of safety, because neither plant design or operation is affected. These proposed changes do not alter the function, alternates, meeting frequency, quorum, responsibilities, authority, or records of the SNSOC as defined by the Administrative Controls of the Technical Specifications.
