NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-280/88-51 AND 50-281/88-Sl)

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by

W. E. Holland, L. E. Nicholson and J. W. York on December 18, 1988, through

January 28, 1989.

The inspection included a review of activities authorized

for your Surry facility.

At the conclusion of the inspection, the findings

were discussed with those members of your staff identified in the enclosed

inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements.

The violation, references to pertinent requirements, and

elements to be included in your response are described in the enclosed Notice

of Violation. This report also contains an additional example of a violation

previously identified in Inspection Report 280, 281/88-32 ..

This violation,

related to Emergency Diesel Generator Room Louvers, is not included in the

enclosed Notice of Violation; it is being considered for escalated enforcement

along with the issues that were discussed at the January 26, 1989 Enforcement

Conference.
