Subject:
PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of Fifty Thousand Dollars ($50,000) will be issued on or about November 10, 1988 to Virginia Electric and Power Company.
This action is based on the failure of the licensee to adequately implement cleanliness and foreign material exclusion controls which allowed a substantial amount of debris t6 accumulate in th~ portion of the containment sumps which supply water to the safety related inside recirculation pumps.
It should be noted that the licensee has not been specifically informed of the enforcement actio~.
The schedule of issuance and notification is:
Mailing of Notice Telephone Notification of Licensee The State of Virginia will be notified.
November 10, 1988 November 10, 1988 The licensee has thirty days from the date of the Notice in which to respond.
. Follow.ing NRC evaluation of the response, the civi.1 penalty may be remitted, mitigated, or imposed by Order.
