SURRY SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE

(NRC INSPECTION REPORT NOS. 50-280/93-16 AND 50-281/93-16)

The NRC Systematic Assessment of Licensee Performance (SALP) has been

completed for your Surry facility. The facility was evaluated for the period

April 5, 1992, through July 3, 1993.

The results of the evaluation are

documented in the enclosed Initial SALP Report.

This report will be discussed

at a public meeting to be held at the Surry facility on September 14, 1993, at

10:00 a.m.

The performance of your Surry facility was evaluated in the functional areas

of Plant Operations, Radiological Controls, Maintenance/Surveillance, Emergen-

cy Preparedness, Security, Engineering/Technical Support and Safety Assess-

ment/Quality Verification.

The assessment indicates that your staff continued to maintain superior

performance in the areas of Plant Operations, Radiological Controls, Emergency

Preparedness, and Security. The report also recognizes your staff's improving

performance in the Safety Assessment/Quality Verification area and the

improving trend in the Maintenance/Surveillance area.

Good performance was

maintained in the Engineering/Technical Support area.

Examples of areas for

improvements include elimination of transients caused by equipment problems

and resolution of issues arising from setpoint calculation control.

Any comments you have concerning our evaluation of the performance of your

Surry facility should be submitted to this office within 30 days

following the date of our meeting.

Your comments will be considered in the

development of the Final SALP Report and will be issued, along with a summary

of our meeting, as an appendix to the Final SALP Report.
