Essig, Chief Emergency Preparedness Section Emergency Preparedness and Radiation Protection Branch Division of Technical Support Office of Nuclear Reactor Regulation FEMA FINAL REPORT FOR THE DECEMBER 8, 1993, JOINT EXERCISE OF OFFSITE RADIOLOGICAL EMERGENCY RESPONSE PLANS FOR THE SURRY NUCLEAR STATION Enclosed is a letter from 0. Megs Hepler, III of the Federal Emergency Management Agency (FEMA) dated May 26, 1995, transmitting the subject report on the Surry Nuclear Station from FEMA Region III.
During the exercise, one Deficiency and thirty-one Areas Requiring Corrective Action (ARCAs) were identified. The Deficiency concerned the inability of the Surry County Emergency Operations Center (EOC) to complete primary route alerting within 15 minutes of the Acting Governor's decision to implement a protective action decision. This Deficiency was corrected during a remedial exercise conducted on February 3, 1994.
The ARCAs included training and procedures at the State EOC and Joint Public Information Center (JPIC) including those for the Public Information Officer, Dose Assessment and Medical College personnel, lack of coordination between State EOC Public Information and JPIC staffs, failure of the Radiological Data Computer Network and of the initial sounding of sirens, equipment, supplies and calibration of equipment, supply and training on Potassium Iodide, and flow of information between the State EOC and Local Emergency Operations Facility Bureau of Radiation Health team.
In addition, ten Areas Recommended for Improvement (ARFls) were identified. A detailed description of the ARCAs and ARFis is included in the enclosed FEMA exercise report.
